1. State control in the field of thermal energy in part of the operation and technical condition of objects of thermal energy, thermal and thermal transport entities (in the field – state control) is a state body for state energy supply and control and local executive bodies in the form of remote control and control in compliance with the current legislation, consideration in compliance with the business code of the Republic Kazakhstan and the current legislation provide for compliance with the activities of subjects (objects) with the control over the implementation of the legislation of the Republic of Kazakhstan in the region of thermal energy.

1) seduction of tariffs of the Republic of Kazakhstan in the region of thermal energy, as well as seduction of technical and technological norms for the operation of thermal energy facilities;

4) non-stop or withdrawal from work of workers, not provided knowledge of technical operation and non-compliance with technical safety;

5) training and maintenance of repair works of thermal and thermal transport entities, including in the current winter period.

5. local executive bodies operate state control in local systems for heating:

1) seduction of laws of the Republic of Kazakhstan in the region of thermal energy, technical and technological norms with subjects (objects) of control;

2) Hope and quality of heat supply, security system of heat supply;

3) Preparation and maintenance of repair and recovery works of the east of thermal energy, thermal networks and their functioning, including in the mid-winter period.

This law regulates public relations arising in the process of production, transportation, sale and consumption of heat energy for municipal and industrial needs, as well as in the process of high-quality functioning of heat supply systems and their development and state regulation in the field of heat power.
