Article 10. The Assembly Council The Law On the Assembly of the People of Kazakhstan The Law On the Assembly of the People of Kazakhstan
1. During the period between sessions, the Assembly is governed by the Council of the Assembly (hereinafter referred to as the Council), formed by a decision of the President of the Republic of Kazakhstan. The composition of the Council is approved by the President of the Republic of Kazakhstan.
2. The Council is a collegial body formed from among the heads of republican ethnocultural associations of the Assembly, assemblies of regions, cities of republican significance, the capital, and government agencies. By the decision of the President of the Republic of Kazakhstan, other members of the Assembly may be appointed to the Council.
3. Meetings of the Council shall be convened by the Chairman of the Council or the Vice-Chairmen of the Assembly, in agreement with the Chairman of the Assembly, as necessary, but at least once every six months.
4. The powers of the Council include:
1) making proposals on five candidates for deputies of the Senate of the Parliament of the Republic of Kazakhstan, appointed by the President of the Republic of Kazakhstan;
2) consideration of candidates for members of the Assembly;
3) making proposals to the President of the Republic of Kazakhstan on the convocation and agenda of the regular Session;
4) making proposals to the work plan of the Assembly Staff (Secretariat);
4-1) establishment of public awards and approval of regulations on them;
5) adoption of other decisions not related to the exclusive competence of the Session.
5. The Council is considered competent if at least two thirds of the total number of its members participate in its work.
6. The decision of the Council is drawn up in minutes and is considered adopted if at least two thirds of the Council members present at the meeting voted for it.

This Law defines the status, procedure for the formation and organization of the work of the Assembly of People of Kazakhstan aimed at implementing state policy to ensure public harmony and national unity, increasing the effectiveness of interaction between government agencies, organizations and institutions of civil society in the field of interethnic relations.
