Article 10. The rights of citizens to creative activity in the field of culture Chapter 3. THE RIGHTS AND OBLIGATIONS OF CITIZENS IN the FIELD OF CULTURE of the Law on Culture
1. Citizens have the right to creative activity in accordance with their abilities by independently choosing the sphere of their application, forms of realization and obtaining professional education.
Creative activity can be carried out both on a professional and non-professional (amateur) basis.
2. Citizens are guaranteed the right to access cultural values. The restriction of this right can only be determined by the special regime of objects of national cultural heritage.
3. Professional and non-professional (amateur) creative workers have equal rights in the field of intellectual property rights, freedom to dispose of the results of their work, and state support.
Professional and non-professional (amateur) creative activities of citizens are carried out on a collective or individual basis.
4. Every citizen has the right to own cultural property. The acquisition, use and disposal of private property are regulated by the laws of the Republic of Kazakhstan.
5. In accordance with the legislation of the Republic of Kazakhstan, every citizen has the right to export abroad and organize exhibitions or otherwise present and realize his creative activities.
The Law of the Republic of Kazakhstan dated December 15, 2006 No. 207.
This Law regulates public relations in the field of creation, revival, preservation, development, dissemination and use of culture in the Republic of Kazakhstan and defines the legal, economic, social and organizational foundations of state policy in the field of culture.
