1. When providing universal postal services, the mail operator provides services for forwarding unregistered mail items from users of the mail operator's services that are accepted at production facilities and delivered without receiving a receipt for delivery of the mail item.

The provision of universal postal services by the mail operator is carried out in accordance with the quality indicators of universal postal services approved by the authorized body, which establish requirements that meet the needs of users of the mail operator's services in terms of availability, quality and price of universal postal services.

2. Universal postal services include:

1) forwarding services for unregistered emails;

2) subscription services for the distribution of periodicals.

3. Unregistered mail items are accepted for shipment both within the territory of the Republic of Kazakhstan and abroad. The requirements for items and items sent by unregistered mail are determined by the rules for the provision of postal services.

4. It is prohibited to forward unregistered mail between government agencies and state-owned legal entities, as well as to send written replies to individuals and legal entities in the form of unregistered mail.

This Law establishes the legal basis of activity and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, the competence of state bodies in the field of mail.
