Article 11-1. Organization of the activities of a State Corporation The Law on Public Services

     1. A state corporation is a provider in the field of public services, which, in accordance with the legislation of the Republic of Kazakhstan, organizes work on accepting applications for the provision of public services and issuing their results to the recipient on a "one-stop shop" basis, ensuring the provision of public services in electronic form.

     2. A state corporation is established in the form of a joint-stock company and is a non-profit organization.

     The state corporation has its own branches.

     3. The Government of the Republic of Kazakhstan is the sole shareholder of the State Corporation. The authorized body of the State Corporation is determined by the decision of the Government of the Republic of Kazakhstan from among the central state bodies.

     4. State Corporation:

     1) ensures the improvement of the quality of public services;

     2) ensures compliance with subordinate regulatory legal acts defining the procedure for the provision of public services;

     2-1) annually informs the Government of the Republic of Kazakhstan on the status of work on the provision of public services provided through the State Corporation;

     3) ensures that service recipients are informed about the procedure for the provision of public services;

     3-1) employees of a State Corporation who have access to personal data of citizens, as well as those involved in the provision of public services, are subject to verification in accordance with the procedure determined by the authorized body in the field of informatization in coordination with the National Security Committee of the Republic of Kazakhstan.;

     4) considers requests from service recipients regarding the provision of public services;

     5) provides advanced training for employees in the field of public services;

     6) provides and (or) organizes the provision of public services to individuals and (or) legal entities on a "one-stop shop" basis, including in electronic form and (or) through a mobile application of a State Corporation, in accordance with the legislation of the Republic of Kazakhstan;

     6-1) provides the authorized body for the assessment and control of the quality of public services provision with information for assessing the quality of public services provided through a State Corporation or a State Corporation;

     6-2) collects, processes and stores biometric data of individuals for their biometric authentication in the provision of public services;

     6-3) maintains a database of biometric data of individuals for their biometric authentication in the provision of public services;

     6-4) organizes the reception of appeals from individuals and (or) legal entities to administrative authorities and officials and the issuance of responses to them at the request of applicants;

     7) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

 

 

The Law of the Republic of Kazakhstan dated April 15, 2013 No. 88-V.

     This Law regulates public relations in the provision of public services.
