Authorized body in the field of transport and communications:

1) carries out state control over the observance of the procedure for organizing and conducting mandatory technical inspection of motor vehicles and trailers by technical inspection operators;

2) develops the form of a diagnostic technical inspection card;

3) develops the procedure for the organization and implementation by legal entities and individual entrepreneurs engaged in irregular transportation of passengers and baggage, activities to ensure the safety of transportation of passengers and baggage;

3-1) approves the procedure for the termination or temporary restriction of the movement of vehicles on roads;

4) maintains a register of technical inspection operators; - Excluded by the Law of the Republic of Kazakhstan.

5) excluded by the Law of the Republic of Kazakhstan dated December 29, 2014 No. 269-V (effective from 01.01.2015);

5-1) approves the methodology for determining the cost of mandatory technical inspection services;

5-2) approves the rules for the organization and operation of the emergency call system;

5-3) Approves the rules for the organization and conduct of mandatory technical inspection of motor vehicles and trailers to them, the frequency of mandatory technical inspection of motor vehicles and trailers to them, with the exception of motor vehicles and trailers to them of the Armed Forces, other troops and military formations;

5-4) defines a legal entity that performs the functions of an emergency call system operator;

5-5) approves the requirements for specialized software that provides information interaction with the unified information system for mandatory technical inspection of motor vehicles and trailers.;

6) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law establishes the legal basis and general conditions for the functioning of road traffic and ensuring its safety in the Republic of Kazakhstan.
