Authorized body:

1) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);

2) participates in the formation and implementation of a unified policy to attract investment in the tourism industry;

3) formulates and implements state policy in the field of tourism, tourism and the tourism industry;

4) develops and approves regulatory legal acts within its competence, summarizes the practice of applying legislation and makes proposals for its improvement; - Excluded by the Law of the Republic of Kazakhstan.

5) excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication);

6) carries out intersectoral and interregional coordination in the field of tourism activities, interaction with domestic, foreign and international tourism, public and other organizations and persons engaged in tourism activities;

7) submits lawsuits to the courts in accordance with the legislation of the Republic of Kazakhstan;

8) carries out state control over compliance with the legislation of the Republic of Kazakhstan on tourism activities;- Excluded by the Law of the Republic of Kazakhstan dated July 17, 2025 No. 213-VIII SAM

9) excluded by the Law of the Republic of Kazakhstan dated 07/15/2011 No. 461-IV (effective from 01/30/2012).

10) develops, concludes and executes international agreements in the field of tourism activities within its competence, as well as represents the interests of the state in the field of tourism in international organizations and at international events and participates in their work;

10-1) determines on the basis of the conducted competition the legal entity performing the functions of the administrator of the system of guaranteeing the rights of citizens of the Republic of Kazakhstan in the field of outbound tourism;

10-2) approves the rules for the functioning of the system for guaranteeing the rights of citizens of the Republic of Kazakhstan in the field of outbound tourism, the amount of money to be secured by a bank guarantee for tour operators and charterers operating in the field of outbound tourism, the amount of money to be transferred to a bank account opened specifically for the administrator of the system for guaranteeing the rights of citizens of the Republic of Kazakhstan in the field of outbound tourism (hereinafter referred to as the special account);

10-3) approves the rules for paying the tourist fee for foreigners;

11) approves the rules for the classification of tourist accommodation;

12) approves the rules for retraining and advanced training of specialists in the field of tourism activities;

13) approves the rules for the formation and maintenance of the state register of tourist routes and trails;

14) jointly with the authorized body in the field of standardization regulates activities in the field of standardization in the field of tourism activities;

15) disseminate information about Kazakhstan and its tourism opportunities in the international tourism market and within the state, including through national and international exhibitions and fairs in the field of tourism activities;

16) - 19) are excluded by the Law of the Republic of Kazakhstan dated January 13, 2014 No. 159-V (effective ten calendar days after the date of its first official publication);

20) excluded by the Law of the Republic of Kazakhstan dated December 29, 2014 No. 269-V (effective from 01.01.2015);

20-1) approves a standard contract for tourist services;

20-2) defines the general requirements for professional training, retraining and advanced training of specialists in the field of tourism;

20-3) approves the qualification requirements for tour operator activities;

20-4) approves the rules for the provision of tourist services, with the exception of the rules for the provision of tourist services for the transportation of tourists, approved by local representative bodies, in accordance with the laws of the Republic of Kazakhstan;

20-5) maintains state electronic registers of persons who have submitted a notification of the beginning or termination of travel agency activities, activities of a guide, tour guide and tourism instructor in accordance with the Law of the Republic of Kazakhstan "On Permits and Notifications";

20-6) Approves the information forms to be attached to the notification of the commencement of travel agency activities, activities of guides, guides and instructors of tourism operating in the Republic of Kazakhstan as individual entrepreneurs;

20-7) participates in the formation of a state educational order for the training of specialists with higher and postgraduate education, as well as with technical and vocational, post-secondary education in educational organizations in the field of tourism, funded from the national budget;

20-8) approves the distribution and placement of the state educational order for the training of specialists with higher and postgraduate education, as well as with technical and vocational, post-secondary education in educational institutions in the field of tourism, funded from the national budget;

20-9) approves the rules for the formation, functioning and management of priority tourist areas;

20-10) approves the touristic map;

20-11) approves the rules for subsidizing the cost of a ticket included in a tourist product for the air transportation of minor passengers on the territory of the Republic of Kazakhstan, as well as the requirements for a tourist product;

20-12) approves the rules for compensation of tourist services;

20-13) coordinates activities related to the construction and improvement of tourism infrastructure;

20-14) approves the rules and the amount of subsidies, the requirements for subsidizing the costs of tour operators in the field of inbound tourism for each foreign tourist;

"20-15) approves the rules and the amount of reimbursement of part of the costs of business entities in the construction and reconstruction of visitor centers and tourist accommodation, as well as the requirements for them;

20-16) approves the rules and the amount of reimbursement of part of the costs of business entities for the purchase of equipment and equipment for ski resorts, as well as the list of equipment and equipment for ski resorts, part of the purchase costs of which are reimbursable;";

"20-18) approves the rules and the amount of subsidizing part of the costs of business entities for the maintenance of sanitary and hygienic nodes on tourist resources and routes to them, as well as the requirements for sanitary and hygienic nodes, the maintenance costs of which are subject to subsidization;

20-19) approves the rules and the amount of reimbursement of part of the costs of business entities for the construction of roadside service facilities, as well as the list of such facilities and the requirements for them.;

20-20) approves the rules and the amount of reimbursement of part of the costs of business entities engaged in tourism activities for the purchase of motor vehicles with a capacity of more than eight seats, with the exception of the driver's seat, as well as the requirements for vehicles, part of the cost of which is reimbursable.;

20-21) organizes survey work on the development of the tourism industry;

20-22) subsidizes the costs of tour operators in the field of inbound tourism for each foreign tourist; - Excluded by the Law of the Republic of Kazakhstan dated July 17, 2025 No. 213-VIII SAM

20-23) reimburses part of the costs of business entities for the purchase of equipment and equipment for ski resorts; - Excluded by the Law of the Republic of Kazakhstan dated July 17, 2025 No. 213-VIII SAM

20-24) forms and approves the classifier of tourism destinations in the Republic of Kazakhstan according to industry, subject and object principles;

20-25) approves the rules for the formation and maintenance of the register of national tourism brands;

20-26) develops and approves regulatory legal acts in the field of regulating tourism activities in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan;

20-27) approves the rules of activity of guides, guides and instructors of tourism;

21) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated June 13, 2001 No. 211.

This Law defines the legal, economic, social, and organizational foundations of tourism activity as one of the sectors of the economy of the Republic of Kazakhstan.
