Article 11. General provisions Chapter 3. Inland Waterways of the Law on Inland Waterway Transport
1. Inland waterways and navigable hydraulic structures located on them, used for navigation, and locks are owned by the State and are not subject to alienation.
Navigable waterways include inland waterways that are open to navigation. The list of navigable waterways is established in accordance with the water legislation of the Republic of Kazakhstan.
2. Navigation and hydrographic provision of navigation conditions for vessels on inland waterways, with the exception of sections of the border zone of the Republic of Kazakhstan, is carried out by the authorized body.
3. Navigation and hydrographic provision of navigation conditions for vessels on inland waterways in the areas of the border zones of the Republic of Kazakhstan is regulated by international treaties of the Republic of Kazakhstan.

This Law regulates public relations that arise between government agencies, individuals and legal entities in the field of inland waterway transport during navigation, transportation of passengers, baggage and cargo, operation of small vessels, including on bodies of water not related to inland waterways and sea waters, and also defines their rights, duties and responsibilities..
