1. Gasification of the territory of the Republic of Kazakhstan is carried out in accordance with the general scheme of gasification of the Republic of Kazakhstan.

2. The general gasification scheme of the Republic of Kazakhstan is being developed taking into account the priority of ensuring the domestic needs of the Republic of Kazakhstan in commercial and liquefied petroleum gas based on the projected balance of production, sale and consumption of commercial and liquefied petroleum gas.

3. The general scheme of gasification of the Republic of Kazakhstan contains a scheme for the placement of gas supply system facilities, a list and technical characteristics of planned construction, modernization and (or) reconstruction of gas supply system facilities, necessary financial resources and their sources, prospective resources of commercial and liquefied petroleum gas, as well as a gas supply scheme for existing and planned construction facilities gas supply.

4. The general gasification scheme of the Republic of Kazakhstan is being developed taking into account the priority of the use of commercial gas by domestic and municipal consumers, including liquefied natural gas obtained during the regasification process.

5. Financing of the implementation of the general gasification scheme of the Republic of Kazakhstan is carried out from the income of the national operator, budgetary funds and other sources not prohibited by the legislation of the Republic of Kazakhstan.

6. Reservation of land plots for the implementation of the general gasification scheme is carried out in accordance with the procedure established by the Land Code of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated January 9, 2012 No. 532-IV.

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
