Article 11. Public expertise The Law on Public Control
1. Public expertise is carried out by subjects of public control in order to analyze and publicly evaluate acts and decisions of objects of public control affecting the rights and legitimate interests of an unlimited number of persons.
The subject of public expertise is acts and decisions of objects of public control taken in the course of activities affecting the rights and legitimate interests of an unlimited number of people.
2. Subjects of public control have the right to involve experts or expert organizations in conducting public expertise.
3. An expert may be an individual with higher and (or) postgraduate education in the relevant field, at least two years of work experience in the relevant field, possessing scientific and (or) practical knowledge on the subject of public expertise.
4. The conclusion of the public expert examination, containing the conclusions of the experts, is drawn up in the form of a final document and sent to the objects of public control for consideration.
This Law defines the purpose, objectives and principles of public control, as well as regulates public relations related to the organization and implementation of public control in the Republic of Kazakhstan.
