1. The Republican Union of Trade Unions is the authorized representative of employees and affiliated organizations in social partnership at the national level.

2. A republican union of trade unions is established by branch trade unions and (or) territorial unions of regions, cities of republican significance and the capital in another organizational and legal form of a non-profit organization.

3. A republican union of trade unions must have affiliated organizations and (or) representative offices (branches) in a territory that includes more than half of the number of regions, cities of republican significance and the capital.

3-1. In order to participate in the work of the Republican tripartite commission on social partnership and regulation of social and labor relations, the republican union of trade unions must notify the authorized state body for labor.

4. The Republican Association of Trade Unions promotes the provision of legal guarantees for the activities of trade unions at the national level, coordination of the actions of affiliated organizations in matters of representation and protection of the social, labor rights and interests of trade union members.

5. The main functions of the republican union of trade unions:

1) to represent and protect the rights and interests of their affiliated organizations;

2) to develop and define the main directions, the strategy of the activities of its member organizations;

3) to promote the development of the social partnership system at all levels of social partnership;

4) to act as a party to the social partnership when concluding a general agreement with the republican associations of employers and the Government of the Republic of Kazakhstan, to participate in negotiations on the preparation of a draft agreement and its conclusion;

5) participate in the work of the Republican Tripartite Commission on social partnership and regulation of social and labor relations;

6) cooperate and assist affiliated organizations in establishing contacts with foreign and international trade union associations and other organizations working in the field of protection of workers' rights and freedoms;

7) perform other functions aimed at achieving the statutory goals.

6. The Republican Association of Trade Unions has the right to recommend and approve the standard charter of trade unions for its affiliated organizations.

The Law of the Republic of Kazakhstan dated June 27, 2014 No. 211-V SAM.

This Law regulates public relations resulting from the exercise by citizens of the constitutional right to freedom of association, the creation, operation, reorganization and liquidation of trade unions.
