1. The system of seed production of agricultural plants is a set of functionally interconnected state bodies, scientific organizations, subjects of seed production, providing breeding, state variety testing, mass reproduction of varieties for the purposes of variety exchange and variety renewal, production, harvesting, processing, storage, transportation, sale and use of seeds, approbation of varietal crops, examination of seed quality, state varietal and seed control.

2. The system of seed production of agricultural plants includes:

1) the authorized body and its territorial bodies;

1-1) local executive bodies of regions (cities of republican significance, the capital);

2) certified individuals and legal entities engaged in the production, harvesting, processing, storage, sale and transportation of seeds;

3) laboratories for the examination of seed quality.

The Law of the Republic of Kazakhstan dated February 8, 2003 No. 385.

This Law defines the legal, economic and organizational bases for carrying out activities in the field of seed production and is aimed at regulating the organization and functioning of the seed production system and state control over the production, harvesting, processing, storage, transportation, sale and use of seeds of agricultural plants.
