Article 11. State regulation and control in the field of motor transport of the Law on Motor Transport
1. State regulation in the field of motor transport is carried out through legal support, licensing, technical regulation, standardization, and monitoring compliance with the legislation of the Republic of Kazakhstan on motor transport.
2. State control over compliance with the legislation of the Republic of Kazakhstan on road transport is carried out by the authorized body and other state bodies within their competence established by the legislation of the Republic of Kazakhstan.
3. Control over the passage of motor vehicles through the territory of the Republic of Kazakhstan is carried out at checkpoints for motor vehicles across the State Border of the Republic of Kazakhstan, which coincides with the customs border of the Eurasian Economic Union, as well as at other places where goods are transported across the customs border of the Eurasian Economic Union and at transport control posts on the territory of the Republic of Kazakhstan, public roads, roads within the borders of cities or other localities.
The establishment of checkpoints for motor vehicles across the State border of the Republic of Kazakhstan, which coincides with the customs border of the Eurasian Economic Union, as well as other places of movement of goods across the customs border of the Eurasian Economic Union and transport control posts without equipping with technical means of control is not allowed. The list of automobile checkpoints across the State border of the Republic of Kazakhstan coinciding with the customs border of the Eurasian Economic Union, as well as other places of movement of goods across the customs border of the Eurasian Economic Union and stationary transport control posts on the territory of the Republic of Kazakhstan is approved by the Government of the Republic of Kazakhstan.

4. The grounds for stopping a motor vehicle at the request of officials of the authorized body are:
1) the passage of a motor vehicle exceeding the weight and overall parameters of vehicles installed on the territory of the Republic of Kazakhstan;
2) the absence of permits and (or) notifications provided for by the Law of the Republic of Kazakhstan "On Permits and Notifications", the presence of which is necessary when transporting passengers, baggage and cargo, including bulky, heavy and dangerous goods;
3) excluded by the Law of the Republic of Kazakhstan dated 02.01.2021 No. 399-VI (effective ten calendar days after the date of its first official publication);
4) non-compliance with the route and (or) timetable when transporting passengers, baggage and cargo, including bulky, heavy and dangerous goods;
5) failure to comply with the notification issued at the customs border of the Eurasian Economic Union;
6) verification of the requirements established by Article 44 of this Law;
7) non-compliance with the procedure for driving through an automated measuring station;
8) the absence of registration in the territorial subdivision of the authorized body of activities related to the transportation of goods by trucks and specialized vehicles, as well as the provision of services by special vehicles.
The grounds for stopping a motor vehicle provided for in the first part of this paragraph are determined by an intelligent transport system.
The grounds for stopping a motor vehicle provided for in subparagraph 6) of part one of this paragraph shall apply to foreign motor vehicles located in the territory of the Republic of Kazakhstan for more than five calendar days.

5. An official of the authorized body is prohibited from stopping a motor vehicle on grounds not provided for in paragraph 4 of this Article.
6. The order of passage through automated measuring stations is determined by the rules for organizing the operation of automated measuring stations.
The Law of the Republic of Kazakhstan dated July 4, 2003 No. 476.
This Law regulates the relations that arise between carriers, passengers, shippers, consignees, and other individuals and legal entities in the field of road transport.
