Article 11. Working bodies of the Parliament of the Republic of the Constitutional Law On the Parliament of the Republic of Kazakhstan and the Status of its Deputies

     1. The working bodies of the Parliament are the Standing Committees of the Senate and the Mazhilis, as well as joint commissions of the Chambers.

     2. Standing Committees of the Chambers are formed to conduct legislative work, preliminary consideration and preparation of issues related to the jurisdiction of the Chambers. When forming standing Committees, the Chambers determine their list and quantitative composition, and then elect the members of the Standing Committees. The number of standing committees formed by the Senate and the Mazhilis should not exceed seven in each Chamber.

     3. To resolve issues related to the joint activities of the Chambers, the Senate and the Mazhilis have the right to form joint commissions on a parity basis, the number of which is determined by agreement between the Chambers. The election of the commission members is carried out independently by each of the Chambers.

     4. In order to exercise the powers of the Parliament and its Chambers provided for in paragraphs 1 and 2 of Article 47, sub-paragraphs 5) and 6) of Article 57 of the Constitution, special temporary commissions are formed by the Chambers of Parliament.

     5. Meetings of Standing committees and commissions are valid if at least two thirds of the total number of their members are present.

     6. Standing Committees and commissions shall issue resolutions on issues within their competence.

     7. The powers and procedures of the Standing Committees and commissions are determined by law.

     This Constitutional Law, in accordance with the Constitution of the Republic of Kazakhstan, defines the organization and activities of the Parliament of the Republic of Kazakhstan and the legal status of its deputies.
