Article 113-4. Collection of signatures in support of the candidate for akim of the Constitutional Law on Elections in the Republic of Kazakhstan

Article 113-4. Collection of signatures in support of the candidate for akim of the Constitutional Law on Elections in the Republic of Kazakhstan

     1. In case of self-nomination, a candidate for akim must be supported by at least one percent of the total number of eligible voters in the relevant electoral district.

     2. The support of voters is confirmed by collecting their signatures.

     3. The collection of signatures in support of a candidate shall be organized by authorized persons and executed by subscription lists issued by the relevant territorial election commission, no later than three days after the candidate is checked for compliance with the requirements provided for by this Constitutional Law, Article 36-2 of the Law of the Republic of Kazakhstan "On Local Public Administration and Self-Government in the Republic of Kazakhstan" and the legislation of the Republic of Kazakhstan in in the field of public service.

     4. The subscription lists must be submitted to the relevant territorial election commission no later than three days before the end of the registration period.

     5. Each signature list must have an ordinal number and include the surname, first name, patronymic (if it is indicated in the identity document) of the candidate and the person collecting signatures, the candidate's personal signature, as well as columns containing the following information about the voters who put their signatures:

     1) last name, first name and patronymic (if it is indicated in the identity document);

     2) the number and series of the identity document;

     3) date, month and year of birth;

     4) the address of the place of residence;

     5) personal signature.

     6. When collecting signatures, the person collecting signatures must present a copy of the registration certificate of the candidate's authorized representative, whose personal signature is on the relevant signature list.

     7. The sample signature list is approved by the Central Election Commission.

     8. Completed signature lists are submitted to the relevant territorial election commission, which, within three days, verifies the authenticity of the collected signatures with the involvement of employees of the authorized body for documenting and issuing passports and identity cards and draws up an appropriate protocol.

     9. Verification of the authenticity of signatures is carried out before establishing reliable signatures in the amount required by the candidate for akim in accordance with paragraph 1 of this article.
