1. The authorized organization in the field of civil aviation, together with government agencies involved in ensuring flight safety, develops and implements, in accordance with the standards and recommended practices of the International Civil Aviation Organization (ICAO), a civil aviation safety program appropriate to the scale and complexity of the civil aviation system, which:

1) represents a unified set of rules and measures aimed at improving flight safety;

2) promotes the effective implementation of the flight safety management system for civil aviation operators and organizations and proper interaction with them;

3) provides monitoring and evaluation of flight safety performance indicators;

4) supports and improves national safety performance indicators.

2. The Civil Aviation Safety Program includes:

1) state policy, goals and resources in the field of flight safety;

2) management of flight safety risk factors at the state level;

3) ensuring flight safety at the state level;

4) Popularization of flight safety issues at the state level.

3. Ensuring flight safety in civil aviation is a key priority and obligation of all subjects of public relations related to the use of airspace.

The Law of the Republic of Kazakhstan dated July 15, 2010 No. 339-IV.

This Law regulates public relations related to the use of the airspace of the Republic of Kazakhstan and aviation activities, and defines the procedure for the use of airspace and aviation activities in order to protect human life and health, the environment, the interests of the state, ensure the safety of aircraft flights and meet the needs of the economy of the Republic of Kazakhstan, individuals and legal entities in aviation services.
