Authorized body:

1) coordinates the activities of central and local executive bodies and the National Bank of the Republic of Kazakhstan in the formation of state policy in the field of state statistics;

2) formulates and implements the state policy in the field of state statistics;

2-1) Approves the action plan for the national census;

2-2) determines the procedure and timing of national censuses;

3) develops and approves regulatory legal acts in the field of state statistics within its competence;

5) approves statistical methodology based on scientific methods and approaches, including methods based on national statistical observations;

6) organizes and conducts national statistical observations, including price registration, in accordance with the statistical work plan;

8-1) approves the calculation of the number of interviewers and the cost of their services when conducting nationwide statistical observations and national censuses under a contract for the provision of paid services in accordance with the budget legislation of the Republic of Kazakhstan;

15-1) receives contact information on respondents from telecom operators in accordance with the procedure determined by the authorized body;

15-2) receives, free of charge, from government agencies related to state statistical agencies, with the exception of the National Bank of the Republic of Kazakhstan, primary statistical and administrative data necessary for the production of official statistical information generated by the authorized body;

15-3) on the basis of a request, receives, free of charge, from the National Bank of the Republic of Kazakhstan, anonymized primary statistical data collected for the purpose of generating statistics on the external sector.;

15-4) concludes agreements with the owners or owners of alternative data, not related to administrative sources, on the presentation of alternative data;

16) receives, on a reimbursable and gratuitous basis, the necessary primary statistical data from households on their incomes and expenses in accordance with the procedure determined by the authorized body;

17) when producing statistical information, it requires additional information from respondents to confirm the reliability of primary statistical data.;

18) when respondents identify distortions of primary statistical data, it requires respondents to make corrections to statistical forms containing primary statistical data.;

18-1) review the published official statistical information for statistical purposes in the event of a change in the statistical methodology and on the basis of updated, documented information;

19) uses administrative data, alternative data for the production of official statistical information and updating statistical registers;

19-1) submits the administrative data recorded in the book of household accounting to the state revenue authorities for tax administration and (or) control in accordance with the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code);

19-2) receives and uses, free of charge, data from relevant authorized government agencies and organizations generated during the implementation of government orders and public-private partnerships, including data from remote sensing of the Earth, in the implementation of statistical activities;

21) ensures the accumulation, maintenance and updating of information statistical databases on the socio-economic situation of the republic and its regions;

23) analyzes the compliance of statistical activities of state bodies and the National Bank of the Republic of Kazakhstan related to state statistical bodies with the requirements approved by the standard methodology for describing the process of statistical information production by state bodies, and also requests the documents (information) necessary for the analysis;

23-1) coordinate the structure and content of national reference information and their changes;

23-2) coordinates the formation and modification of national registers;

24) carries out state control in the field of state statistics;

26) performs other functions stipulated by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations arising in the process of state statistical activity, as well as in determining the quality of administrative data, and is aimed at meeting the needs of society, the State and the international community for official statistical information.
