Article 12. Information in the field of economics, education, science and technology classified as state secrets of the Republic of Kazakhstan by the Law on State Secrets
State secrets in the fields of economics, education, science and technology include:
1) information on indicators that determine the preparation of the economy of the Republic of Kazakhstan for sustainable functioning during the war;
2) information revealing the essence of the latest achievements in the field of science and technology, which can be used in the creation of fundamentally new products, technological processes in various sectors of the economy, as well as determining a qualitatively new level of capabilities of weapons and military equipment, increasing their combat effectiveness, the disclosure of which may harm the interests of the state.;
3) information revealing the content and (or) orientation of scientific research, development or design work carried out in the interests of defense and security of the state;
4) information on the training or allocation of personnel, disclosing activities carried out in the interests of state security;
5) information disclosing the results of work in the field of hydrometeorology or heliogeophysics, as well as the results of special geological and geophysical studies conducted in the interests of ensuring the security of the state;
6) information disclosing the plans (tasks) of the state defense order, the volume of supplies of weapons and military equipment, and production facilities for their production;
7) information about the relations of cooperative enterprises, about developers or manufacturers of weapons and military equipment, if this information discloses data on production facilities for their production and (or) the main tactical and technical characteristics of weapons and military equipment.;
8) information revealing the state of metrological support for weapons and military equipment, technical or metrological characteristics of military standards or metrological support equipment, determining a qualitatively new level of weapons and military equipment. Information that reveals the main directions or programs for the development of standardization, as well as the content of military national standards;
9) information disclosing forward-looking estimates of scientific and technological progress in the Republic of Kazakhstan and its socio-economic consequences in areas that determine the state's defense capability;
10) information on the production of rare metals or other materials of strategic importance by the metallurgical industry;
11) information revealing the resource potential, balance reserves in the subsurface or data on the extraction of certain types of minerals in the Republic of Kazakhstan as a whole;
12) information on expenditures of the republican budget, disclosing the security of the Republic of Kazakhstan (except generalized indicators);
13) information disclosing the costs of research and development work on the creation of weapons and military equipment. The same information applies to work carried out in the interests of special facilities.;
14) information disclosing appropriations or actual costs for orders, development, production or repair of weapons and military equipment, security facilities. The same information applies to special objects.;
15) information on unresolved settlements of the Republic of Kazakhstan with foreign countries, except for generalized indicators on external debt;
16) information disclosing the cost of funds for the maintenance of troops under certain items of estimates of government agencies;
17) information on the issue of new banknotes and coins of the national currency of the Republic of Kazakhstan and (or) their replacement, if the latter entails the withdrawal from circulation of banknotes and coins (except for commemorative and commemorative ones), from the date of the decision and until the moment of transmission of this information to the mass media for publication on their release into circulation;
18) information on ways to protect government securities and documents from forgery, as well as ways to determine their authenticity;
19) information on mobilization capacities for the manufacture (repair) of weapons and military equipment, the creation and (or) development (preservation) of these capacities;
20) information on mobilization capacities for the production of general-purpose products, strategic types of raw materials, and the creation and (or) development (preservation) of these capacities;
21) information disclosing the work carried out to create means of indication, degassing, chemical protection of the population from weapons of mass destruction or new sorption and other materials for them;
22) information revealing the results of topographic, geodetic or cartographic activities of important defense or economic importance;
23) information disclosing the condition, equipment, training for military purposes of the transport network, means of transport, volumes of military transportation and routes of transportation of weapons and military equipment;
24) information disclosing the capabilities and (or) mobilization reserves of railways to ensure the rail transportation of goods, the organization and volume of military transportation, the volume of transportation and routes of transportation of strategic types of energy, mineral, agricultural raw materials, fuels, materials, certain types of weapons or military equipment, the organization and (or) the functioning of a communication system; or management, as well as special measures to ensure the safety of railway traffic and the safety of goods;
25) information disclosing the location, specialization, capacities and (or) throughput of points of loading or unloading of troops, data on their food, medical and sanitary services;
26) information revealing the mobilization need for vehicles, including for certain types of transport, and (or) mobilization availability of them;
27) information revealing the state of civil defense forces or facilities in the Republic of Kazakhstan as a whole;
28) information disclosing the structural organization or indicators of the mobilization plan of the economy of the Republic of Kazakhstan, as well as the state of mobilization training of state bodies or individual organizations;
29) information disclosing the actual reserves of the state material reserve;
30) information describing the creation and preservation of the insurance fund of technical documentation for weapons and military equipment, the most important civilian products, as well as design documentation for high-risk facilities, life support systems for the population and objects that are national treasures, information on the location of facilities (bases) for storing the insurance fund of technical documentation in the whole Republic of Kazakhstan;
31) information disclosing plans, content or results of scientific research in the field of mobilization training and mobilization of industry of the Republic of Kazakhstan;
32) information disclosing the balance of payments of the Republic of Kazakhstan with foreign countries during the war;
33) information about mining operations, natural cavities, and other structures that can be used in the interests of national defense, as well as information revealing schemes of railway junctions, facilities of strategic and defensive importance;
34) information on physico-chemical phenomena (fields) associated with the creation, production and (or) operation of weapons, military equipment, revealing their protected parameters;
35) information on ensuring the physical protection of nuclear materials and nuclear installations, with the exception of information subject to international treaties ratified by the Republic of Kazakhstan and providing for their exchange, and information that can be obtained from open sources or through free access to them;
36) information disclosing the content of the tests and the correct answer codes used in conducting the unified national testing conducted at the expense of budgetary funds.
The Law of the Republic of Kazakhstan dated March 15, 1999 N 349-1.
This Law defines the legal framework and a unified system for the protection of state secrets in the interests of ensuring the national security of the Republic of Kazakhstan, regulates public relations arising in connection with the classification of information as state secrets, their classification, disposal, protection and declassification.
