Article 12. Results of control and supervision of flight safety and aviation security of the Law on the Use of the Airspace of the Republic of Kazakhstan and Aviation Activities
1. In cases where violations of the requirements of the legislation of the Republic of Kazakhstan in the field of the use of the airspace of the Republic of Kazakhstan and aviation activities are identified as a result of control and supervision, aviation inspectors issue inspection orders to individuals or legal entities to eliminate violations.
In a case that poses a threat to flight safety and aviation safety, the aviation inspector issues an inspection order requiring the termination of operation of the aircraft or certain actions of the inspected operator or civil aviation organization.
2. The inspection order must be delivered to an individual or legal entity or their representatives in person or in any other way confirming the fact of dispatch and receipt.
The inspection order shall specify the surname, first name, patronymic (if any) of an individual or the name of a legal entity, the date of issue of the inspection order, the basis for sending the inspection order, the requirements for the elimination of identified violations and the deadlines for the execution of the inspection order, and the procedure for appealing.
3. An inspection order sent by registered mail with a notification or in electronic form through electronic communication channels providing guaranteed delivery of messages shall be considered delivered from the date of receipt from the mail operator of the notification of receipt by the recipient of the postal item or after five working days from the date of sending the notification in electronic form.
4. An inspection order is mandatory for individuals or legal entities engaged in activities in the field of civil and (or) experimental aviation.
5. Failure to comply with the inspection order is the basis for suspending or revoking the certificate (certificate) for activities in the field of civil and (or) experimental aviation and entails liability established by the laws of the Republic of Kazakhstan.
Inspection orders issued by aviation inspectors may be appealed to an authorized organization in the field of civil aviation or to a court.

This Law regulates public relations related to the use of the airspace of the Republic of Kazakhstan and aviation activities, and defines the procedure for the use of airspace and aviation activities in order to protect human life and health, the environment, the interests of the state, ensure the safety of aircraft flights and meet the needs of the economy of the Republic of Kazakhstan, individuals and legal entities in aviation services.
