1. A territorial trade union association is the authorized representative of employees and affiliated organizations in social partnership at the regional level.

2. A territorial union of trade unions is created by trade unions and (or) their associations.

3. A territorial union of trade unions at the level of a region, a city of republican significance and the capital must have affiliated organizations and (or) representative offices (branches) in at least two districts (cities of regional significance, districts in the city).

A territorial union of trade unions at the level of a district (city of regional significance) must have at least two affiliated organizations in the relevant territory.

3-1. A territorial union of trade unions at the level of a region, a city of republican significance and the capital has the right to join a republican union of trade unions as a member organization subject to compliance with the charter of the republican union of trade unions.

3-2. In order to participate in the work of regional, city, and district commissions on social partnership and regulation of social and labor relations, a territorial union of trade unions must notify the local executive body of the relevant administrative-territorial unit.

4. The main functions of the territorial association of trade unions:

1) to represent and protect the rights and interests of their affiliated organizations;

2) to promote the development of the social partnership system at the regional level;

3) to act as a party to the social partnership when concluding a regional agreement with regional associations of employers and local executive bodies of the Republic of Kazakhstan, to participate in negotiations on the preparation of a draft agreement and its conclusion;

4) participate in the work of the regional commission on social partnership and regulation of social and labor relations;

5) perform other functions aimed at achieving the statutory goals.

This Law regulates public relations resulting from the exercise by citizens of the constitutional right to freedom of association, the creation, operation, reorganization and liquidation of trade unions.
