1. The local council of an agglomeration is an advisory body created by a joint decision of the local executive bodies of the capital or city of republican significance and the region, the settlements of which are part of the agglomeration, the city of regional significance (the center of the agglomeration) and the districts, the settlements of which are part of the agglomeration, on the basis of an agreement on the joint resolution of issues of local importance on the territory of the agglomeration in for the purpose of interdepartmental coordination of agglomeration development issues, as well as organizational issues, information and analytical support for the development of the agglomeration.

2. The local council of an agglomeration may include representatives of government agencies, local representative and executive bodies of the capital or city of republican significance and the region whose settlements are part of the agglomeration, cities of regional significance (agglomeration center) and districts whose settlements are part of the agglomeration, representatives of the National Chamber of Entrepreneurs of the Republic of Kazakhstan and other organizations operating and registered on the territory of localities that are part of the agglomeration.

3. The composition of the local council of the agglomeration is approved by a joint decision of the local executive bodies of the capital or city of republican significance and the region whose settlements are part of the agglomeration, the city of regional significance (the agglomeration center) and the districts whose settlements are part of the agglomeration, in accordance with an equal number of representatives from the capital or city of republican significance and the region whose settlements cities of regional significance (the agglomeration center) and districts whose settlements are part of the agglomeration are part of the agglomeration., regardless of the size of the population living in them.

4. The number of members of the local council of the agglomeration, the procedure for its formation, including the selection of candidates for the local council of the agglomeration, are determined in the agreement on joint resolution of issues of local importance in the territory of the agglomeration, taking into account the requirements of this article.

5. The powers of the local council of the agglomeration include:

1) development of proposals for defining goals and objectives aimed at ensuring the formation, development and functioning of the agglomeration;

2) coordination of the comprehensive agglomeration development plan developed by the secretariat of the local agglomeration Council;

3) preparation and publication on the Internet of the annual report on the development of the agglomeration;

4) definition of the secretariat of the local council of the agglomeration;

5) other powers in accordance with the legislation of the Republic of Kazakhstan.

6. The chairman of the local council of the agglomeration is elected from among its members at a meeting of the local council of the agglomeration.

7. Meetings of the local council of the agglomeration are held at least once a quarter.

8. Decisions at meetings of the local council of the agglomeration are taken by a majority vote of the composition of the local council of the agglomeration. If the local council of an agglomeration does not take a decision on a certain issue twice in a row, then the decision on this issue is taken by the agglomeration council.

9. The secretariat of the local council of the agglomeration performs the following functions:

1) assistance in the implementation of projects and decisions adopted by the local council of the agglomeration;

2) monitoring the implementation of decisions taken by the local council of the agglomeration;

3) collection and provision of agglomeration data and information to the local council;

4) preparation of a draft comprehensive development plan for the agglomeration.

This Law regulates public relations aimed at creating legal and organizational conditions for the formation, development and functioning of agglomerations in the Republic of Kazakhstan.
