Article 13-1. Astana Hub International Technology Park of the Law on Informatization - Excluded by the Law of the Republic of Kazakhstan dated September 27, 2025 No. 220-VIII SAM

1. The Astana Hub International Technology Park operates in accordance with the legislation of the Republic of Kazakhstan.

2. The functions of the Astana Hub International Technology Park include:

1) provision of acceleration and technological business incubation services to participants of the Astana Hub International Technology Park;

2) provision of services for marketing and other events for participants of the Astana Hub International Technology Park;

3) provision of services for consulting, informational, analytical, and educational events to stimulate the development of participants in the Astana Hub International Technology Park;

4) cooperation with international organizations and foreign partners in order to attract information, educational and financial resources to stimulate the development of participants in the Astana Hub International Technology Park, study international experience and exchange knowledge;

5) search for potential investors for the implementation of industrial and innovative projects in the field of information and communication technologies of participants of the Astana Hub International Technology Park;

6) sending invitations and applications for foreigners and stateless persons to obtain visas to study under the programs of the Astana Hub International Technology Park;

7) attracting non-residents and residents of the Republic of Kazakhstan to participate in the Astana Hub International Technology Park in accordance with the rules of operation of the Astana Hub International Technology Park;

8) registration of participants of the Astana Hub International Technology Park and issuance of relevant supporting documents in accordance with the rules of operation of the Astana Hub International Technology Park;

9) providing housing and creating living conditions for persons undergoing acceleration in the Astana Hub International Technology Park, in accordance with the rules of operation of the Astana Hub International Technology Park;

10) assistance in conducting and organizing events aimed at developing innovations in the corporate sector in order to improve interaction between participants of the Astana Hub International Technology Park;

11) organization of training of qualified personnel in the field of information and communication technologies in accordance with the legislation of the Republic of Kazakhstan.

3. The Astana Hub International Technology Park has its own budget, formed from:

1) voluntary property contributions and donations;

2) receipts (income) from the sale of goods, works and services in cases established by the legislation of the Republic of Kazakhstan;

3) fees and payments made to the Astana Hub International Technology Park by participants of the Astana Hub International Technology Park in accordance with the rules of operation of the Astana Hub International Technology Park;

4) other sources not prohibited by the laws of the Republic of Kazakhstan.

4. The Astana Hub International Technology Park has the right to receive a state assignment in accordance with the budget legislation of the Republic of Kazakhstan to perform its functions defined in paragraph 2 of this Article, with the exception of the functions of financing industrial and innovative projects in the field of information and communication technologies of participants of the Astana Hub International Technology Park, creating investment funds or equity participation in investment funds, as well as the development of the Astana Hub International Technology Park, defined by paragraph 12 of this article.

5. The Astana Hub International Technology Park uses the property formed in accordance with paragraph 3 of this Article to ensure the operation, functioning and development of the Astana Hub International Technology Park.

6. The participants of the Astana Hub International Technology Park are legal entities included in the list of participants of the Astana Hub International Technology Park in accordance with the rules of operation of the Astana Hub International Technology Park.

The requirements for the participants of the Astana Hub International Technology Park are established by the rules of operation of the Astana Hub International Technology Park.

7. Foreigners and stateless persons arriving in the territory of the Republic of Kazakhstan to carry out activities in the Astana Hub International Technology Park receive an entry visa at foreign institutions of the Republic of Kazakhstan or upon arrival at international airports of the Republic of Kazakhstan in coordination with the national security authority of the Republic of Kazakhstan.

8. Foreigners and stateless persons who are employees of participants of the Astana Hub International Technology Park or employees of the Astana Hub International Technology Park, and their family members (spouse and their children under the age of eighteen) receive an entry visa valid for up to five years.

9. The extension of the validity period of visas to persons specified in paragraphs 7 and 8 of this Article, at the request of the Astana Hub International Technology Park, may be carried out without leaving the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan.

10. The Astana Hub International Technology Park and its participants are required to have and store documents confirming their qualifications for each employee involved, and the foreigners and stateless persons involved are required to submit them to the Astana Hub International Technology Park or its participants.

11. The Astana Hub International Technology Park keeps records of the foreign labor force attracted by it and its participants. Information about foreigners and stateless persons attracted by the Astana Hub International Technology Park is submitted to the authorized body on population migration and the National Security Committee of the Republic of Kazakhstan. The composition of information provided to the authorized body on population migration and the National Security Committee of the Republic of Kazakhstan, the frequency and procedure for their provision are determined by the authorized body in the field of informatization in coordination with the authorized body on population migration and the National Security Committee of the Republic of Kazakhstan.

12. The Astana Hub International Technology Park performs other functions stipulated by the legislation of the Republic of Kazakhstan, as well as finances industrial and innovative projects in the field of information and communication technologies of the participants of the Astana Hub International Technology Park and creates investment funds or participates in investment funds.

This Law regulates public relations in the field of informatization that arise in the territory of the Republic of Kazakhstan between government agencies, individuals and legal entities during the creation, development and operation of informatization facilities, as well as with state support for the development of the information and communication technology industry.
