1. The register is formed and maintained by the registrar in accordance with the procedure established by the authorized body, based on data from the legal and land cadastre, information from central executive bodies in the field of permits and notifications, registration of individuals and legal entities, accounting and financial reporting, other central and local executive bodies, as well as the Government for Citizens State Corporation.

The procedure for issuing, handling and redeeming grain receipts, and the procedure for providing access to the register are determined by the Rules for the Formation and Maintenance of the state electronic register of Holders of Grain receipts.

The forms, volume and frequency of data transmission to the registry are established by the relevant authorized bodies.

2. The registry data belongs to the state.

Access to the registry data for its users is provided by the registrar through the web portal of the registry information system.

3. The register data is used by the authorized body and local executive bodies to monitor the grain market.

4. Registrar functions:

1) formation, maintenance and storage of registry data through the registry information system;

2) opening a personal account for the client;

3) registration of individual transactions on a personal account;

4) providing information to government agencies that have the right to receive information included in the registrar information system in accordance with the laws of the Republic of Kazakhstan;

5) provision of paid electronic services to users of the registration information system;

6) publication of information on the web portal of the registrar information system;

7) other functions in accordance with the legislation of the Republic of Kazakhstan.

The Law of the Republic of Kazakhstan dated January 19, 2001 No. 143.

This Law regulates relations arising in the process of grain production, storage and sale in the Republic of Kazakhstan.
