Article 13-2. Provision of monitoring and assessment of the reclamation status of irrigated lands of the Law On State Regulation of the Development of the Agro-industrial complex and Rural Areas - Excluded by the Law of the Republic of Kazakhstan.

1. Monitoring and assessment of the reclamation status of irrigated lands shall be carried out by republican state institutions determined by the Government of the Republic of Kazakhstan.

2. The functions of the republican state institutions are:

1) agro-reclamation survey, monitoring of availability and use of irrigated lands;

2) organization and conduct of hydrogeological observations of the salt-level regime of groundwater on irrigated lands;

3) conducting soil reclamation surveys and surveys on irrigated lands;

4) determination of collector-drainage water runoff and monitoring of the chemistry of irrigation, underground and collector-drainage waters;

5) organization and carrying out of drilling and equipment of the state network of observation wells, topographic and geodetic, laboratory and other research and survey work;

6) assessment of the reclamation status of irrigated lands and development of recommendations for their improvement and rational use;

7) development of regulatory and methodological documentation on monitoring and assessment of the reclamation status of irrigated lands.

3. Republican state institutions have the right to provide paid services for:

1) conducting soil reclamation and salt survey of irrigated lands;

2) conducting hydro-regime observations of the groundwater level;

3) conducting analyses of soil and water for the salt content in them;

4) carrying out an irrigation assessment of surface and groundwater and developing recommendations for their use for irrigation;

5) equipment of observation wells and drilling of water wells.

This Law defines the legal, organizational, economic and social foundations for the implementation of state regulation of the development of the agro-industrial complex and rural areas in the Republic of Kazakhstan.
