1. The main activity of the commodity exchange is the organization and conduct of exchange trading.

2. The commodity Exchange performs the following functions:

1) the organization and conduct of stock trading;

2) registration and execution of transactions carried out on the commodity exchange, including transactions with spot commodities;

2-1) revealing the facts of price manipulation;

2-2) formation of stock quotes;

2-3) conducting the accreditation of members of the commodity exchange;

2-4) control over the compliance of accredited members of the commodity exchange with the requirements established by the rules of exchange trading, and their compliance with the requirements of these rules;

2-5) registration of clients as participants in exchange trading;

3) organization and settlement of exchange transactions;

4) fixing the exchange price of the product as a result of trading on the commodity exchange;

5) Excluded by the Law of the Republic of Kazakhstan dated 12/30/2021 No. 96-VII (effective sixty calendar days after the date of its first official publication).

6) organization of an expert examination of the quality of exchange-traded goods sold through exchange trading, at the request of a participant in exchange trading;

7) provision of organizational, consulting, informational, and methodological services related to stock trading;

8) conducting analytical research on the commodity market;

9) the release of printed materials related to information on exchange activities;

10) organization of training courses for training and advanced training of participants in exchange trading;

11) operation of the electronic trading system of the commodity exchange;

12) development of international exchange trading.

3. A commodity exchange may not combine its activities with brokerage, dealer, market-maker and depository activities, as well as with securities management activities.

4. The commodity exchange has the right to conclude cooperation agreements on its behalf with foreigners and legal entities established in accordance with the legislation of another state within the rights granted to it by this Law and other legislative acts of the Republic of Kazakhstan.

5. Commodity exchanges and exchange trading participants are required to meet the minimum threshold of financial stability.

This Law regulates public relations arising in the course of commodity exchanges and exchange trading, establishes the procedure for regulating and state control over the activities of commodity exchanges in order to ensure their open and effective functioning, protect the rights of participants in exchange trading and fair competition between them.
