1. In cases stipulated by this Law, other legislative acts of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, the Minister of Justice, within the limits of his competence, issues orders on the activities of judicial authorities subject to state registration in accordance with the legislation of the Republic of Kazakhstan, and also makes submissions.

2. The heads of departments and territorial bodies of the Ministry of Justice, within their competence, issue orders and submit submissions.

3. Acts of judicial authorities adopted within their competence and passed state registration in cases provided for by law are binding on organizations, officials and citizens of the Republic of Kazakhstan, foreigners and stateless persons.
