Article 13. Acts of the Parliament of the Republic of Kazakhstan of the Constitutional Law On the Parliament of the Republic of Kazakhstan and the Status of its Deputies

     1. The Parliament shall adopt legislative acts binding on the entire territory of the Republic in the form of laws of the Republic of Kazakhstan, including constitutional ones, and resolutions of the Parliament. The Senate and the Mazhilis adopt resolutions on issues within their competence.

     2. The Parliament and its Chambers have the right, in matters of their competence, to adopt appeals, declarations, and other acts that are not of a legislative nature. Their adoption is carried out in compliance with the conditions and requirements established by the regulations of the Parliament and its Chambers.

     3. When the Parliament adopts legislative and other acts in a joint session of the Senate and the Mazhilis, voting is conducted separately by Chambers.

     4. The laws of the Republic, resolutions of the Parliament and its Chambers must not contradict the Constitution of the Republic. The resolutions of the Parliament and its Chambers should not contradict the laws.

     5. The procedure for the development, presentation, discussion, enactment and publication of legislative and other normative legal acts of the Republic is regulated by a special law and regulations of the Parliament and its Chambers.

 

 

Constitutional Law of the Republic of Kazakhstan dated October 16, 1995 No. 2529.

     This Constitutional Law, in accordance with the Constitution of the Republic of Kazakhstan, defines the organization and activities of the Parliament of the Republic of Kazakhstan and the legal status of its deputies.
