The authorized body exercises the following powers:

1) formulates and implements the state policy in the field of livestock breeding;

2) excluded by the Law of the Republic of Kazakhstan dated 07/03/2013 No. 124-V (effective after ten calendar days after its first official publication);

3) excluded by the Law of the Republic of Kazakhstan dated 13.06.2013 No. 102-V (effective after ten calendar days after its first official publication).

3-1) coordinates and provides methodological guidance to the activities of local executive bodies of regions, cities of republican significance, and the capital in the field of livestock breeding;

4) develops and approves instructions for bonification;

4-1) develops and approves the rules for conducting an index assessment;

4-2) develops and approves the rules for conducting a molecular genetic examination;

4-3) develops and approves qualification requirements for specialized laboratories;

4-4) develops and approves rules for evaluating breeding breeding animals for the quality of offspring;

4-5) develops and approves rules for evaluating (testing) breeding animals based on their own productivity;

4-6) develops and approves the rules for conducting genomic evaluation;

4-7) develops and approves standard training programs for boniter (classifier), insemination technician and specialist in embryo transplantation (transplantation) and the amount of their hours;

4-8) develops and approves standard training programs for boniter (classifier), insemination technician and specialist in embryo transplantation (transplantation) and the amount of their hours;

7) develops and approves a methodology for testing and approbation of breeding achievements in the field of animal husbandry;

7-1) develops and approves the rules for maintaining the state register of breeding achievements in the field of animal husbandry, recommended for use in the Republic of Kazakhstan;

10) develops and approves regulations on state inspectors for breeding livestock;

11) develops and approves the forms of acts of the state livestock breeding inspector, including the form of the protocol on an administrative offense, the procedure for their preparation and issuance;

12) develops and approves the rules for maintaining the studbook;

13) develops and approves the rules for maintaining the republican register of breeding animals;

13-1) receives notifications from individuals and legal entities on the commencement (termination) of activities in the field of livestock breeding in accordance with the Law of the Republic of Kazakhstan "On Permits and Notifications";

13-2) maintains the state electronic register of permits and notifications in the field of livestock breeding, and makes changes and additions to it;

14) develops and approves regulations on the procedure for recognizing a breeding certificate or an equivalent document issued for imported breeding products (material) by the competent authorities of exporting countries;

18) approves, in coordination with the authorized body in the field of state statistics, the forms intended for the collection of administrative data in the field of livestock breeding;

20) maintains the republican register of breeding animals and publishes it on the Internet resource of the authorized body;

21) maintains and publishes the state register of breeding achievements in the field of animal husbandry recommended for use in the Republic of Kazakhstan;

22) conducts testing and approbation of breeding achievements in the field of animal husbandry;

23) monitors the reliability of the data of the breeding certificates for the sold breeding products (material);

25) develops and approves the rules for maintaining the information base of breeding and breeding work;

25-1) defines the directions of state support in the field of livestock breeding;

26) develops and approves:

rules for subsidizing the development of livestock breeding;

forms of accounting for breeding products (materials) by livestock industry;

the forms of breeding certificates for all types of breeding products (materials) and the rules for their issuance (cancellation);

rules of assignment (suspension, cancellation) the status of breeding products (materials);

the form and rules for filling out an individual card of a breeding animal, as well as a card of an agricultural animal involved in the breeding process;

30) monitors the implementation of the legislation of the Republic of Kazakhstan on livestock breeding;

31) represents the Republic of Kazakhstan in international relations in the field of livestock breeding;

31-1) develops and approves regulatory legal acts in the field of livestock breeding;

32) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

The LAW OF THE REPUBLIC OF KAZAKHSTAN dated July 9, 1998 No. 278.

This Law defines the legal, organizational and economic bases for carrying out activities in the field of breeding livestock, is aimed at preserving and increasing the gene pool of breeding animals, as well as reproducing and improving their productive qualities, regulates the activities of government agencies, individuals and legal entities engaged in the field of breeding livestock.
