Article 13. Ensuring radiation safety of citizens during medical procedures On radiation safety of the population

Article 13. Ensuring radiation safety of citizens during medical procedures On radiation safety of the population  

     1. When conducting medical procedures using radioisotopes or other sources of ionizing radiation, appropriate means of protecting citizens (patients) are used. The radiation dose of patients should not exceed the level established by regulatory legal acts in the field of radiation safety.

     2. During medical procedures, the patient is provided with complete information about the expected and/or received radiation doses and the possible consequences of its exposure. A citizen (patient) has the right to refuse such medical procedures, with the exception of preventive studies conducted in order to identify diseases that are epidemiologically dangerous.  

     3. A medical organization that has performed procedures using ionizing radiation sources is responsible, in accordance with the laws of the Republic of Kazakhstan, for a possible negative impact on the patient's health or life, if such a causal relationship is proven in court.  

     4. For all medical procedures involving radioisotopes or other sources of ionizing radiation, the medical organization, in order to ensure radiation safety during such procedures, develops and approves a quality assurance program for medical services at the authorized body for the use of atomic energy.

     5. The qualification requirements for medical activities using ionizing radiation sources establish requirements for the qualifications of specialists admitted to work, the procedure for their certification and re-certification, and the training and retraining program.

     6. The use of radioactive substances and other sources of ionizing radiation for the diagnosis, prevention and treatment of diseases is permitted only in accordance with the methods (techniques) approved by the authorized body in the field of healthcare, containing requirements for ensuring radiation safety of patients.  

 

 

The Law of the Republic of Kazakhstan dated April 23, 1998 No. 219.

   This Law regulates public relations in the field of radiation safety of the population, in order to protect their health from the harmful effects of ionizing radiation.
