1. In order to counter terrorism, permanent republican and regional, cities of republican significance, the capital, the district (cities of regional significance) and naval operational headquarters are being created.

2. The head of the republican operational headquarters is the Chairman of the National Security Committee.

The head of the regional, city of republican significance, capital, district (city of regional significance) operational headquarters is the head of the territorial body of the National Security Committee.

The head of the maritime operational headquarters is the head of the territorial division of the Border Service of the National Security Committee, which protects the State border of the Republic of Kazakhstan and monitors compliance with established regimes in the border area of the Republic of Kazakhstan on the Caspian Sea.

3. The head of the republican operational headquarters during the anti-terrorist operation aimed at ensuring the safety of persons subject to protection in accordance with the Law of the Republic of Kazakhstan "On the State Security Service of the Republic of Kazakhstan" is the head of the State Security Service of the Republic of Kazakhstan.

The head of the regional, city of republican significance, capital, district (city of regional significance) operational headquarters is appointed by the head of the State Security Service of the Republic of Kazakhstan from among representatives of state bodies that are part of the republican operational headquarters, or their territorial bodies.

4. The republican operational headquarters includes the heads of government agencies engaged in countering terrorism and other government agencies that, within their competence, can provide the necessary assistance in conducting an anti-terrorist operation.

The regional, city of republican significance, capital, district (city of regional significance) and naval operational headquarters include the heads of territorial divisions of government agencies engaged in countering terrorism and other government agencies that, within their competence, can provide the necessary assistance in conducting an anti-terrorist operation.

5. Excluded by the Law of the Republic of Kazakhstan dated 12.07.2018 No. 180-VI (effective ten calendar days after the date of its first official publication).

The Law of the Republic of Kazakhstan dated July 13, 1999 No. 416.

This Law establishes the principles, purpose, legal and organizational basis for countering terrorism.
