Article 13. Pasture management and use plan The Law On Pastures

     1. A pasture management and use plan is adopted for the purpose of rational use of pastures, sustainable provision of feed requirements and prevention of pasture degradation.

     When developing a Pasture Management and Use Plan, consideration is given to:

     data from the land balance of the region and the information system of the state land cadastre;

     information from the geobotanical survey of pastures;

     information about animal burial grounds (biometric pits);

     information about pasture infrastructure facilities and easements for running farm animals;

     data on the number of livestock of farm animals obtained from the database of identification of farm animals, indicating their owners;

     data on the number of herds, flocks, and herds formed by species and sex and age groups of farm animals;

     information on the number of livestock of farm animals for grazing on paddock pastures;

     data on the peculiarities of grazing farm animals on cultivated and arid pastures, lands of forest, water resources and specially protected natural territories;

     recommended pasture rotation schemes;

      other data provided by government agencies, individuals and (or) legal entities.  

     2. The pasture management and use plan should include:

     1) a diagram (map) of the location of pastures on the territory of an administrative-territorial unit in terms of land categories, indicating the boundaries, areas and types of pastures, including pasture, seasonal, arid and cultural, reflecting information about their owners or land users on the basis of title and identification documents for the land plot;

     2) a diagram (map) with the designation of pastures intended for the needs of the population for grazing farm animals of a personal farmstead, including public pastures;

     3) a diagram (map) indicating the recommended schemes of pasture rotations;

     4) a diagram (map) with the designation of easements for the passage of farm animals, cattle runs and other pasture infrastructure facilities, as well as cattle burial grounds (biometric pits);

     5) a diagram (map) with the designation of pastures that can be provided for land use by pasture users;

     6) a diagram (map) indicating the pastures to be reserved in order to meet the needs of the population for grazing farm animals of a personal farmstead;

     7) a scheme of access to water sources (lakes, rivers, ponds, ditches, irrigation or irrigation channels, tubular or shaft wells), drawn up according to the water consumption rate;

     8) the scheme of placement of livestock of farm animals on pastures;

     9) design distribution (redistribution) of pastures between rural settlements within a rural district;

     10) other requirements necessary for the rational use of pastures in the relevant administrative-territorial unit.

     3. A pasture management and use plan is developed by the local executive body of a district (except for urban areas), a city of regional significance, together with the akims of a city of district significance, a settlement, a village, a rural district and local governments based on a model plan for pasture management and use.

     4. The plan for pasture management and use is approved by the local representative body of the district, city of regional significance for five years.

     5. Financing of work on the development of a Plan for the management of pastures and their use is carried out at the expense of budgetary funds and (or) other sources not prohibited by the legislation of the Republic of Kazakhstan.

     6. The pasture management and use plan is a regulatory legal act.

 

 

The Law of the Republic of Kazakhstan dated February 20, 2017 No. 47-VI SAM.

     This Law regulates public relations related to the rational use of pastures and is aimed at preventing the degradation of pastures and improving the condition of pasture infrastructure facilities.
