Article 13. Restrictions on the sale and use of products of the Law on Energy Conservation and Energy Efficiency Improvement
1. In order to save energy and increase energy efficiency, it is not allowed:
1) the use of incandescent electric lamps with a power of 25 watts and above, which can be used in alternating current circuits for lighting purposes;
2) procurement for government agencies and quasi-public sector entities of incandescent electric lamps with a power of 25 watts and above, which can be used in alternating current circuits for lighting purposes;
3) sale and use of technologies and materials that do not meet the requirements established by the legislation of the Republic of Kazakhstan on energy conservation and energy efficiency improvement in buildings under construction (reconstructed, overhauled), structures, facilities;
4) sale and (or) use of electric energy-consuming devices that do not contain information about the class and characteristics of their energy efficiency in accordance with the technical regulations of the Eurasian Economic Union;
5) the use of electric energy meters with an accuracy class higher than 1.0 for commercial accounting purposes.
The restrictions provided for in this paragraph do not apply to individuals.
2. In newly commissioned facilities and when replacing electric energy meters in existing facilities, it is prohibited to use electric energy meters that are not designed for differentiated metering and control of electricity consumption by time of day.

This Law regulates public relations and defines the legal, economic and organizational foundations of the activities of individuals and legal entities in the field of energy conservation and energy efficiency improvement.
