1. National Institute for Development in the field of stimulation of subjects of industrial and innovative activity:

1) invests in the authorized capitals of subjects of industrial and innovative activity, as well as through the establishment of other legal entities to create new industrial and innovative projects, industrial and innovative projects aimed at modernization (technical re-equipment) and expansion of existing production facilities;

2) acquires the rights (claims) for loans from national development institutions, second-tier banks and other legal entities, more than fifty percent of the voting shares (participation shares in the authorized capital) of which are directly or indirectly owned by national management holdings implementing and (or) participating in industrial and innovative projects;

3) develops and implements a set of measures for the financial and economic rehabilitation of subjects of industrial and innovative activity, as well as stimulating and restoring economic activity and investment attractiveness of priority sectors of the economy:

debt restructuring;

investments in the authorized capital;

search for and attract strategic and institutional investors;

other types of incentives that contribute to the financial and economic recovery of subjects of industrial and innovative activities, provided for by the legislation of the Republic of Kazakhstan.

2. National Institute of Industrial Development:

1) provides information, analytical and consulting services in the field of economic sector development, including the development of the manufacturing industry, industrial and innovative development of regions, digital transformation of industry and the introduction of Industry 4.0;

2) provides services to the authorized body in the field of state stimulation of industry for:

development of proposals on the list of priority goods;

maintenance of the unified industrialization map;

provision of industrial grants to recipients of government incentive measures for industry;

selection, support, monitoring and analysis of the implementation of agreements on increasing competitiveness;

analysis of the effectiveness of the implementation of measures of state stimulation of industry;

monitoring of counter-obligations, with the exception of monitoring of counter-obligations assumed by subjects of industrial and innovative activities when providing state incentives to industry by reimbursing part of the costs of subjects of industrial and innovative activities to promote goods and services of Kazakhstani origin in the manufacturing industry, as well as information and communication services to foreign markets within the framework of accepted international obligations, which partially reimburse the costs of their promotion to foreign markets;

conducting an assessment of industrial development;

development of recommendations on the digital transformation of industry and the introduction of Industry 4.0 by industrial entities, as well as support in the implementation of recommendations;

3) provides services for the provision of measures of state stimulation of industry aimed at increasing the labor productivity of subjects of industrial and innovative activity;

4) provides services for the provision of state incentive measures for industry in the development of territorial clusters and support for the development of territorial clusters;

5) provides analytical and expert support services for the activities of the interdepartmental commission on industrial policy;

6) provides services for the implementation of documents of the State planning System in the Republic of Kazakhstan in the field of industrial and innovative activities, providing for the analysis of statistical information and data on the implementation of documents of the State planning System in the Republic of Kazakhstan in the field of industrial and innovative activities received from government agencies and business entities, as well as the development of proposals and expert opinions;

7) carries out monitoring and analysis of job creation and personnel needs of manufacturing enterprises.

3. National Institute for Development in the Field of Domestic Value Development:

1) forms and maintains a database of goods, works, services and their suppliers; - Excluded by the Law of the Republic of Kazakhstan.

2) provides information and analytical, consulting services in the field of development and monitoring of domestic value, including the examination of domestic value;

3) provides services to the authorized body in the field of state stimulation of industry for:

provision of measures of state stimulation of industry aimed at the promotion of goods, works and services of subjects of industrial and innovative activity on the domestic market;

service support for subjects of industrial and innovative activities in the domestic market, including support for information systems designed to develop domestic value and purchase goods, works and services used in conducting subsurface use operations;

4) is a subcontracting center.

Subcontracting is understood as one of the forms of production (industrial) outsourcing used by industrial enterprises to optimize production activities.

4. Excluded by the Law of the Republic of Kazakhstan dated 12/30/2022 No. 177-VII (effective ten calendar days after the date of its first official publication).

5. National Development Institute for the Development and Promotion of Non-primary Exports:

1) conducts an analysis of foreign markets;

2) provides assistance in the promotion of goods and services of Kazakhstani origin in the manufacturing industry to foreign markets;

3) provides information and consulting services to domestic exporters on improving their competitiveness in foreign markets, searching for potential export markets and promoting their goods and services to foreign markets;

4) conducts activities to promote goods and services of Kazakhstani origin in the manufacturing industry to foreign markets;

5) cooperates with domestic, foreign and international organizations on the promotion of goods and services of Kazakhstani origin in the manufacturing industry to foreign markets;

6) establishes foreign representative offices and (or) appoints foreign representatives in order to promote goods and services of Kazakhstani origin in the manufacturing industry to foreign markets;

7) carries out export trade and pre-export financing, insurance and reinsurance, guaranteeing transactions for the promotion of non-primary exports in accordance with the laws of the Republic of Kazakhstan;

8) excluded by the Law of the Republic of Kazakhstan dated 12/30/2022 No. 177-VII (effective from 01/08/2022);

9) develops and submits proposals to the authorized body in the field of regulation of foreign trade activities on the list of high-tech goods and services of Kazakhstani origin in the manufacturing industry;

10) opens a current account in a second-tier bank – a resident of the Republic of Kazakhstan to manage funds allocated to reimburse part of the costs of subjects of industrial and innovative activities for the promotion of goods and services of Kazakhstani origin in the manufacturing industry, as well as information and communication services to foreign markets within the framework of accepted international obligations, which partially reimburse the costs of their promotion to foreign markets, on the basis of an agreement, concluded between the authorized body in the field of regulation of foreign trade activities and the National Institute for Development in the field of development and promotion of non-primary exports.

The remaining funds in the current account, which are listed at the end of the financial year, are not subject to return to the authorized body in the field of regulation of foreign trade and, accordingly, to the state budget, but are spent on reimbursing part of the costs of subjects of industrial and innovative activities to promote domestic goods and services of the manufacturing industry, as well as information and communication services to foreign markets in next fiscal year;

10-1) provides services to the authorized body in the field of regulation of foreign trade activities for the provision of state incentive measures for industry by reimbursing part of the costs of subjects of industrial and innovative activities to promote goods and services of Kazakhstani origin in the manufacturing industry, as well as information and communication services to foreign markets within the framework of international obligations, which partially reimburse the costs of their promotion to foreign markets, in accordance with the rules for reimbursement of part of the costs of subjects of industrial and innovative activities for the promotion of domestic goods and services of the manufacturing industry, as well as information and communication services to foreign markets within the framework of accepted international obligations;

10-2) monitors the counter-obligations assumed by subjects of industrial and innovative activity when providing state incentives to industry by reimbursing part of the costs of subjects of industrial and innovative activity for the promotion of goods and services of Kazakhstani origin in the manufacturing industry, as well as information and communication services to foreign markets within the framework of accepted international obligations, which partially reimburse the costs of their promotion to foreign markets, in accordance with the rules for reimbursement of part of the costs of subjects of industrial and innovative activities for the promotion of domestic goods and services of the manufacturing industry, as well as information and communication services to foreign markets within the framework of accepted international obligations;

11) provides other service support measures established by the laws of the Republic of Kazakhstan.

6. The National Managing Holding Company, established as part of measures to optimize the management system of development institutions, financial organizations and the development of the national economy:

1) participates in the implementation of documents of the State Planning System in the Republic of Kazakhstan in the areas of state stimulation of industry and support for innovation;

2) provides methodological and consulting assistance to subjects of the industrial and innovation system involved in state stimulation of industrial and innovation activities.

This Law establishes the fundamental principles of industrial policy and regulates public relations that arise during the formation and implementation of industrial policy.
