Article 14-2. Objectives of the regulatory policy of the Law on Legal Acts
State regulation through regulatory legal acts is introduced in order to ensure the safety of human life and health, protect their rights, freedoms and legitimate interests, protect the environment, national security of the Republic of Kazakhstan, and protect the property interests of the state.
The protection of the constitutional order, the protection of public order, human rights and freedoms, and public health and morals may result in restrictions on rights and freedoms if such restrictions are adequate to legitimately justified goals and meet the requirements of justice, are proportionate, proportionate, and necessary in a democratic State to protect constitutionally significant values.

This Law regulates public relations related to the procedure for the development, submission, discussion, adoption, registration, enactment, amendment, addition, termination, suspension and publication of legal acts of the Republic of Kazakhstan.
