1. The patent holder may submit an application to an expert organization for granting any person the right to use an object of industrial property (an open license).

2. The patent owner's application for granting the right to an open license is not subject to revocation and remains valid for three years from the date of its registration. Within the specified period, the payment for maintaining a security document in force is reduced by 50 percent from the year following the year of registration in the relevant state register.

3. A person who has expressed a desire to acquire an open license is obliged to conclude a corresponding agreement in writing with the patent holder.

Disputes over the terms of the contract are considered by the court.

4. The granting of the right to an open license is subject to registration within one business day from the date of receipt of the application of the patent owner or the interested person with the necessary documents attached.
