Article 14-3. Phytosanitary standards of the Law On Plant Protection
1. Phytosanitary standards define acceptable quantitative and (or) qualitative values of indicators characterizing the phytosanitary situation in terms of its safety for crop production, agricultural facilities, and ensuring an acceptable level of biological risks.
2. Phytosanitary standards are established on the basis of studies conducted in accordance with the legislation of the Republic of Kazakhstan, as well as taking into account the requirements of the legislation of the Republic of Kazakhstan in the field of biological safety.
3. Phytosanitary standards are the basis for carrying out objective and reasonable planning of the scope of phytosanitary measures, as well as forecasting the possibility of mass reproduction, spread and elimination of harmful and especially dangerous harmful organisms.
4. Phytosanitary standards are the basis for conducting state phytosanitary control by state plant protection inspectors.
The Law of the Republic of Kazakhstan dated July 3, 2002 No. 331.
This Law defines the legal, economic and organizational bases for carrying out activities in the field of plant protection from pests, weeds and plant diseases and is aimed at preserving crops, their quality and preventing harmful effects on human health and the environment when implementing phytosanitary measures in the territory of the Republic of Kazakhstan.
