1. The Fund provides control and methodological guidance, monitoring and analysis on procurement issues of the Fund and the Fund's organizations.

2. The Foundation performs the following functions:

1) defines the web portal of the Fund's procurement and the Fund's organizations;

2) approves the rules of operation of the Fund's web procurement portal and the Fund's organizations, including in the event of technical failures in the operation of the web portal;

3) approves the rules for the formation and maintenance of registers and lists in the field of procurement of the Fund and the Fund's organizations;

4) approves the procedure for concluding and executing an offset contract by the Fund and the Fund's organizations;

5) determines the structural subdivision of the Fund performing the functions of the centralized procurement control service of the Fund and the Fund's organizations;

6) exercise other powers established by this Law, other laws of the Republic of Kazakhstan, the charter of the Fund and the procurement procedure of the Fund.

3. The Board of Directors of the Foundation:

1) approves the procurement procedure of the Fund;

2) approves the rules for monitoring the Fund's procurement.

4. The Chairman of the procurement commission is appointed by the first head, deputy first head or other head of the customer or the procurement organizer.
