Article 14. Crossing the State Border of the Law On the State Border of the Republic of Kazakhstan
1. Crossing the State border is carried out:
1) on land, border rivers, lakes and other bodies of water – at the places of crossing the State Border established on the routes of international railway, automobile, river and other communications;
2) in airspace – at the places where the State Border is crossed by international routes or along air corridors specially designated for these purposes.;
3) at sea – within the sea corridors established on the routes of international maritime communication.
Crossing the State border in other places is allowed in cases stipulated by the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.
2. The Border Guard Service of the National Security Committee of the Republic of Kazakhstan, when performing its duties to protect the State Border, is granted the right to cross the State Border in a different manner agreed with the border authority of the neighboring state (with the exception of the external border of territorial waters).
3. The procedure for crossing the State Border within the international center for cross-border cooperation with a neighboring State, as well as the procedure for the stay of persons on its territory, are regulated by international treaties ratified by the Republic of Kazakhstan and the legislation of the Republic of Kazakhstan.
3-1. It is not considered entry into the Republic of Kazakhstan and exit from the Republic of Kazakhstan if a person crosses the State Border by a railway vehicle while following:
from the territory of the Republic of Kazakhstan in transit through the territory of a foreign state to another part of the territory of the Republic of Kazakhstan;
from the territory of a foreign state in transit through the territory of the Republic of Kazakhstan to another part of the territory of the same foreign state.
Border, customs and other types of control are not carried out in these cases, provided that the prohibition on disembarkation (boarding) of passengers, unloading (loading) of goods and goods while in transit through the territory of the Republic of Kazakhstan or the territory of a foreign state is observed.
Ensuring the non-stop movement of railway vehicles, monitoring compliance with the prohibition on disembarkation (boarding) of passengers, unloading (loading) of goods and goods are the responsibilities of the transport organization (carrier of passengers, goods and goods).
4. To localize and eliminate natural and man-made emergencies, the laws of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan may provide for a different procedure for crossing the State Border by emergency rescue units.
5. The requirements for the designation and equipment of sections of international railway and automobile communication from the State Border to checkpoints, the sequence, as well as the requirements for the equipment of the Kazakh part of the perimeter of the international center for cross-border cooperation located on the State Border, are established by the Government of the Republic of Kazakhstan.
6. It is prohibited for persons and vehicles to travel from the State Border to checkpoints and other places where crossing the State Border is carried out, or in the opposite direction.:
1) changing the established route;
2) stopping, disembarking (boarding) persons, unloading (loading) goods and goods, lifting into the air, landing or receiving any aircraft, including an unmanned aircraft.
7. In the interests of ensuring the national security of the Republic of Kazakhstan, as well as upon written request from neighboring States, the Government of the Republic of Kazakhstan temporarily restricts or stops crossing the State Border in certain sections of it.
Notification of temporary restriction or termination of crossing the State Border is sent by the Ministry of Foreign Affairs of the Republic of Kazakhstan through diplomatic channels to the States concerned within seventy-two hours from the date of such decision.

This Law regulates public relations in the field of protection of the State border of the Republic of Kazakhstan.
