Article 14. Educational programs The Law on Education

 

    1. Educational programs, depending on the content and their direction (purpose), are divided into:  

      1) general education (standard, working);  

      2) professional (typical, working);  

      3) Additional ones.  

     Standard curricula are developed in accordance with the requirements of the state mandatory education standards.

     Working curricula are developed on the basis of appropriate standard curricula and/or standard curricula.

     Working curricula and working curricula are developed by organizations that implement educational programs for technical and vocational, post-secondary education based on educational programs and standard curricula of a cycle or module of general education disciplines.

     Working curricula and working curricula are developed by organizations of higher and (or) postgraduate education on the basis of educational programs of higher and postgraduate education, with the exception of working curricula of the cycle of general education disciplines.

      2. General education educational programs are aimed at solving the problems of forming a common personality culture, adapting a personality to life in society, and creating the basis for an informed choice and mastering of a profession or specialty.  

      Depending on the content, general education curricula are divided into academic programs:  

      1) preschool education and training;  

      2) Primary education;  

      3) basic secondary education;  

      4) general secondary education.  

      For the fullest development of the potential of gifted individuals, as well as those showing interest and aptitude for military affairs, specialized general education curricula are being developed, providing in-depth study of individual subjects of the curriculum.  

     Special educational programs are being developed for children with disabilities.

     3. Educational programs are aimed at training qualified personnel, including workers, and middle-level specialists in areas of professional activity in economic sectors, and consistently improving the professional and general educational level of the individual.

      Depending on the content, professional programs are divided into educational programs.:  

     1) technical and vocational education;

     2) Post-secondary education;

     3) Higher education;

     4) postgraduate education.

     4. Educational programs of additional education provide for the creation of conditions for the development of personal self-determination, creativity of students, the realization of their abilities, adaptation to life in society, the formation of civic consciousness, general culture, a healthy lifestyle, and the organization of meaningful leisure.

      5. To test new learning technologies and introduce new educational content, experimental educational programs are being developed, implemented in educational organizations operating in experimental mode (experimental sites).  

     6. Integrated educational programs are developed by educational organizations. Integrated educational programs can be interdisciplinary and inter-level, interuniversity and international.

     7. Excluded by the Law of the Republic of Kazakhstan dated 13.11.2015 No. 398-V (effective after ten calendar days after the date of its first official publication).  

     8. Standard curricula in medical and pharmaceutical specialties are approved by the authorized body in the field of healthcare in coordination with the authorized body in the field of education and (or) the authorized body in the field of science and higher education.

     8-1. Standard training programs for specialties in the field of water transport are approved by the central executive body responsible for management in the field of merchant shipping, in coordination with the authorized body in the field of education and (or) the authorized body in the field of science and higher education.

     9. An educational organization has the right, if licensed, to implement educational programs of various levels, unless otherwise provided by the laws of the Republic of Kazakhstan.

     Educational organizations for the education of persons (children) with special educational needs adapt educational programs in accordance with the individual development characteristics and potential capabilities of students and pupils.

 

 

The Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
