Article 14. Functions of the National Chamber in the field of development of foreign economic activity of business entities, attraction of investments and diversification of the national economy of the Law on the National Chamber of Entrepreneurs of the Republic of Kazakhstan
The National Chamber:
1) establishes and liquidates branches and representative offices abroad;
2) jointly with foreign organizations form business councils and other advisory bodies in accordance with the legislation of the Republic of Kazakhstan and the provisions of international treaties;
3) maintains a register of international exhibitions and fairs, national and regional exhibitions and fairs held in the Republic of Kazakhstan, as well as international exhibitions abroad in which the Republic of Kazakhstan participates;
4) provides international marketing and advertising support for the promotion of Kazakhstani goods and services on the world market;
5) provides information, evaluation, brokerage, marketing, advertising, translation and consulting services on foreign economic activity;
6) collects, analyzes and provides its members with information on the legislation of all countries on the regulation of exports and imports, fairs, exhibitions, international trade turnover and payments, the status of other issues related to international trade and domestic activities;
7) carries out registration, certification, issuance of a certificate of origin and cancellation of its validity in accordance with the procedure established by the authorized body in the field of regulation of trade activities.;
7-1) registers exporters in the information systems of the countries of importation in order to confirm the country of origin of goods in accordance with the procedure determined by the authorized body in the field of trade regulation.;
8) keep a copy of the certificate of origin of the goods and documents confirming the origin of the goods, according to the list approved by the authorized body in the field of regulation of trade activities, for at least three years from the date of issue of the certificate of origin of the goods;
9) send at least once a year to the authorized body in the field of customs affairs and the authorized body in the field of regulation of trade activities samples of prints of seals, signatures of persons authorized to certify certificates of origin of goods;
10) quarterly provides the authorized body in the field of regulation of trade activities with information on issued certificates of origin of goods;
11) carries out independent examinations of goods, with the exception of an examination to determine the country of origin of the goods;
12) determines the procedure for maintaining and maintains a register of business entities, participants in foreign economic activity, whose financial and economic situation makes it possible to determine their level of reliability as business partners, compiled in agreement with these persons;
13) attests to force majeure circumstances in accordance with the terms of foreign trade transactions and international treaties of the Republic of Kazakhstan, as well as trade and port customs recognized in the Republic of Kazakhstan;
14) acts as a guarantor and issues documents on temporary importation in accordance with the international obligations of the Republic of Kazakhstan;
15) determines the status of a product of the Eurasian Economic Union and (or) a foreign product; - Excluded by the Law of the Republic of Kazakhstan.
16) organizes the production of forms of certificates of origin in accordance with the forms of forms approved by the authorized body in the field of regulation of trade activities and (or) international treaties of the Republic of Kazakhstan or requirements unilaterally established by the country (union) of importation.
17) creates and maintains a register of business partners in accordance with the procedure determined by the central authorized body for state planning;
18) ensures confidentiality and takes necessary measures, including legal, organizational and technical measures, to protect the data of the register of business partners in accordance with the legislation of the Republic of Kazakhstan;
19) provides services based on the register of business partners.
The list of services and the procedure for their provision to domestic and foreign business entities, government agencies and other persons are determined by the Congress of the National Chamber.

This Law regulates public relations arising in connection with the establishment and operation of the National Chamber of Entrepreneurs of the Republic of Kazakhstan and the development of entrepreneurship in the Republic of Kazakhstan.
