1. Local executive bodies of regions, cities of republican significance, the capital:

1) participate, within their competence, in the consideration of proposals by the Minister of Internal Affairs of the Republic of Kazakhstan on the formation and deployment of military command bodies, formations, military units and units of the National Guard in their subordinate territory;

2) when National Guard units perform tasks to eliminate emergency situations in their subordinate territory, they provide free of charge places for the deployment of personnel, organize uninterrupted provision of food, transport, medical, communal and other necessary services.;

3) create appropriate living conditions for the National Guard, ensure the legal and social protection of military personnel and employees of the National Guard and their family members, provide housing for officers and military personnel undergoing military service under contract, in accordance with the legislation of the Republic of Kazakhstan;

4) assist the command of regional commands, formations and military units of the National Guard in organizing conscription into the National Guard;

5) involve, in coordination with the Minister of Internal Affairs of the Republic of Kazakhstan, in urgent cases, the forces and means of formations and military units of the National Guard at their permanent location to eliminate emergencies of a natural or man-made nature and their consequences.;

6) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

2. Other state bodies, organizations, regardless of their forms of ownership, and their officials, within the limits of their powers, assist National Guard servicemen in the performance of their official duties, as well as in an emergency situation or the imposition of a state of emergency.:

1) grant free of charge to the aircraft of the National Guard the right to use the airspace as a matter of priority, landing, parking, take-off, receiving navigation, meteorological and other information necessary to ensure flights at airports, airfields, landing sites;

2) provide free of charge lines and communication channels for the management of military units and units of the National Guard in the performance of their duties;

3) allocate, at the request of the National Guard's special transportation authority, the necessary number of units of rolling stock, transportation facilities, and seats on passenger trains (including for unscheduled transportation) in order to timely dispatch military echelons (transport) and transport the following National Guard servicemen on their own as a matter of priority by wire transfer and without charging additional fees;

4) provide the National Guard special transportation authorities with the necessary information on the dispatch and promotion of military echelons (transport) and teams in accordance with the Law of the Republic of Kazakhstan "On State Secrets".

This Law regulates public relations in the sphere of activity of the National Guard of the Republic of Kazakhstan.
