The decision to refuse admission to the qualification exams is made by the Chairman of the Commission and is allowed in cases when candidates for judges do not meet the requirements set by the legislative acts of the Republic of Kazakhstan.

In case of refusal to take the qualification exams, the Chairman of the Commission is obliged to issue a reasoned response to the citizen within one month from the date of submitting the application or receiving the results of the special examination specified in paragraph 9-1 of Article 13 of this Law.
