Article 14. Requirements for the mother-educator of the Law on Family-type Children's Villages and Youth Homes
1. Foster mothers may be citizens of the Republic of Kazakhstan who have reached the age of twenty-seven, have higher, post-secondary or secondary (technical and vocational) education, are not married, do not have their own or adopted minor children, with the exception of:
1) persons recognized by the court as legally incompetent or with limited legal capacity;
2) persons deprived by court of parental rights or restricted by court in parental rights;
3) removed from the duties of a guardian (trustee) for improper performance of the duties assigned to him by law;
4) former adoptive parents, if the adoption was cancelled by the court due to their fault;
5) persons with a criminal record;
6) persons who, for health reasons, are unable to carry out the duties of raising a child. The list of diseases, in the presence of which a person cannot adopt a child, is established by the authorized body in the field of healthcare in coordination with the authorized body in the field of education.
2. The authorized body in the field of education develops and establishes the qualification categories of foster mothers.
3. In order to ensure the interests of the children of the children's village as fully as possible, the guardianship and guardianship authorities may have a personnel reserve of foster mothers who have passed a competitive selection.

This Law defines the legal status of family-type children's villages and youth homes established in order to meet the rights of orphaned children and children left without parental care to live and be raised in a family, as well as to comprehensively ensure their moral, spiritual, labor upbringing and education.
