Article 14. State support for concessionaires' activities
1. In order to support the activities of concessionaires, one or more of the following types of government support are provided::
1) government guarantees for infrastructure bonds under concession agreements;
2) government guarantees on loans attracted to finance concession projects;
3) transfer to the concessionaire of exclusive intellectual property rights owned by the state;
4) provision of in-kind grants in accordance with the legislation of the Republic of Kazakhstan;
5) co-financing of concession projects;
6) guarantee of consumption by the state of a certain volume of goods (works, services) produced during the implementation of the concession project.
7) excluded by the Law of the Republic of Kazakhstan dated 07/04/2013 No. 131-V (effective after ten calendar days after its first official publication).
2. When creating a concession facility that is not subject to transfer to state ownership, the state support measures provided for in subparagraphs 1), 2) and 5) of paragraph 1 of this article shall not be provided to the concessionaire.
2-1. The legal relations regulated by subparagraph 6) of paragraph 1 of this Article are not subject to the legislation of the Republic of Kazakhstan on public procurement.
3. The total value of the state concession obligations provided for in subparagraph 3) of paragraph 1 of Article 7 and sub-paragraphs 1), 2), 3), 4) and 5) of paragraph 1 of this article, should not exceed the cost of creating (reconstructing) the concession facility under the concession agreement.

This Law defines the legal conditions of the concession, the types of state support for the concessionaire, and regulates public relations arising in the process of concluding, executing, and terminating concession agreements.
