Article 14. The procedure and deadlines for collecting signatures of the Constitutional Law a On the Republican Referendum
1. The collection of signatures of citizens is organized by the referendum initiative group from the date of receipt of the certificate of registration of the group and the question(s) proposed by it for the referendum, and is carried out by members of the group who have the right to participate in the republican referendum.
2. The Central Election Commission issues subscription lists to the referendum initiative group simultaneously with the issuance of a certificate of registration of the group and the question(s) proposed by it for the referendum.
3. The subscription lists include the wording of the question(s) proposed by the initiative group for the referendum.
4. The person collecting signatures shall present a copy of the certificate of registration of the initiative group and the question(s) proposed by it for the referendum. Every citizen has the right to sign the subscription list only once. At the same time, the citizen presents an identity document. The signature of a citizen is supplemented with an indication of his surname, first name, patronymic, place of residence, details of his identity document, and the date of signing the sheet.
5. Each completed signature list must be signed by the person collecting signatures.
6. Subscription lists of an unidentified sample, as well as subscription lists filled out in violation of other requirements of this Constitutional Law, are invalid.
7. Within three days after the end of the signature collection, the completed signature sheets are submitted by the persons collecting signatures to the territorial election commission, which, within ten days, verifies the authenticity of citizens' signatures on the signature sheets with the involvement of employees of the authorized body for documenting and issuing passports and identity cards, draws up an appropriate protocol and sends it to the Central Election Commission.

This Constitutional Law, in accordance with the Constitution of the Republic of Kazakhstan, determines the procedure for the appointment, preparation and conduct of a republican referendum.
