1. Seed producers have the right to independently determine the volume of seed production.

2. Seed producers are required to:

1) comply with the technological requirements, production schemes, rules for storing and selling seeds approved by the authorized body, and ensure their quantitative and qualitative safety;

2) excluded by the Law of the Republic of Kazakhstan dated 27.11.2015 No. 424-V (effective six months after the date of its first official publication);

3) in the production of elite seeds for the purpose of their further sale, including outside the state, to purchase original seeds of varieties and parent forms of hybrids.;

4) when selling seeds, submit documents confirming their varietal and sowing qualities, as well as the characteristics (description) of the variety.;

5) to carry out the approbation of varietal crops in accordance with the procedure established by the authorized body;

6) to carry out an examination of the sowing qualities of seeds intended for sale, use for sowing and creation of insurance and transfer funds;

7) provide systematic inspection of crops (plantings), territories, seed-cleaning machines and mechanisms, warehouses to identify quarantine facilities and carry out measures to combat them;

8) create insurance and transfer funds for agricultural plant seeds at their own expense;

9) excluded by the Law of the Republic of Kazakhstan dated 17.07.2009 No. 188-IV (for the procedure of entry into force, see art. 2);

10) to carry out variety renewal and variety exchange in accordance with the procedure and terms established by the authorized body;

11) ensure that the seeds to be sold comply with the varietal and sowing qualities specified in the seed document;

12) keep records of the quantity, origin of seeds sold and used for their own needs, their varietal and sowing qualities.

The Law of the Republic of Kazakhstan dated February 8, 2003 No. 385.

This Law defines the legal, economic and organizational bases for carrying out activities in the field of seed production and is aimed at regulating the organization and functioning of the seed production system and state control over the production, harvesting, processing, storage, transportation, sale and use of seeds of agricultural plants.
