Article 14. Volunteer organization The Law on Volunteering
1. A volunteer organization develops and implements volunteer programs (projects) and conducts volunteer actions jointly with the organizer of the volunteer activity, other volunteer organizations, or independently with the involvement of volunteers.
2. The purpose of the volunteer program (project) is to approve a set of measures aimed at solving socially significant tasks implemented using volunteers.
3. The main objectives of the volunteer program (project) are:
1) development of volunteer activities;
2) development of a system to stimulate the volunteer activity of citizens and volunteer organizations;
3) improving the training system for volunteers and volunteer coordinators;
4) improving the system of partnership between various volunteer organizations and other public associations and non-profit organizations that use volunteer labor.
4. A volunteer organization appoints a volunteer coordinator who carries out activities in accordance with Article 13 of this Law.
5. A volunteer organization has the right to involve organizations engaged in educational activities, to conduct special seminars, hearings, working meetings, and meetings of volunteers for the training of volunteers.
6. A volunteer organization shall encourage volunteers in accordance with the procedure established by it, and also submit candidates for the promotion and (or) awarding of the most distinguished volunteers to the organizer of volunteer activities, as well as to state bodies that are not organizers of volunteer activities, in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
7. A volunteer organization shall issue work clothes to a volunteer and reimburse his expenses for travel from his actual place of residence, accommodation, meals, purchase of necessary personal protective equipment, tools and other expenses when performing work related to heavy work, work with harmful and (or) dangerous conditions, in cases where this is provided for by a prisoner with a volunteer in a written civil contract.
8. A volunteer organization develops and approves a Volunteer Code of Ethics.
9. A volunteer organization has the right to keep records of its organization's volunteers.

This Law establishes the legal basis, goals and objectives, principles, forms and types, as well as measures to support volunteer activities.
