1. Local executive bodies of regions, cities of republican significance, the capital:

1) implement, within their competence, the state policy in the field of population migration;

2) ensure that Candace and immigrants receive medical care in accordance with the legislation of the Republic of Kazakhstan;

3) submit proposals to the authorized body on migration of the population on the assignment of the relevant territories to the regions for the resettlement of the Kandas and migrants;

3-1) submit proposals to the authorized body on population migration on the formation of regional quotas for the admission of refugees and displaced persons for the coming year;

4) submit proposals to the authorized body on population migration on the formation of quotas for attracting foreign labor;

5) carry out accounting and registration of migrant workers with notification of the national security authorities;

6) excluded by the Law of the Republic of Kazakhstan dated 11/24/2015 No. 421-V (effective ten calendar days after the date of its first official publication);

6-1) accept an application with the necessary documents from ethnic Kazakhs for the assignment or extension of the status of candace;

6-2) accept an application with the necessary documents from ethnic Kazakhs for inclusion in the regional quota for admission of candace;

6-3) decide on the assignment or extension of the status of candace;

6-4) decide on the inclusion of candace in the regional quota;

6-5) excluded by the Law of the Republic of Kazakhstan dated 05/13/2020 No. 327-VI (effective ten calendar days after the date of its first official publication);

6-6) make a decision on inclusion in the regional quota for the admission of migrants;

6-7) establish and organize the activities of the Candace Admission Commission;

6-8) provide adaptation and integration services to the Candace and their family members;

6-9) decide on the provision of the Ata Zholy card;

6-10) make a decision on belonging to the Kazakh nationality of persons applying for the status of a candidate and citizenship of the Republic of Kazakhstan in a simplified (registration) procedure, in the absence of a corresponding entry in identity documents, as well as in other documents confirming the nationality of applicants.;

6-11) establish a commission to consider the issues of belonging to the Kazakh nationality of persons applying for the status of a candidate and citizenship of the Republic of Kazakhstan in a simplified (registration) manner, in the absence of a corresponding entry in identity documents, as well as in other documents confirming the nationality of applicants.;

7) excluded by the Law of the Republic of Kazakhstan dated 11/24/2015 No. 421-V (effective ten calendar days after the date of its first official publication);

8) issue candace certificates;

9) create and organize the activities of adaptation and integration centers of kandas, temporary accommodation centers;

10) take measures to ensure the right of migrant children to education in accordance with the legislation of the Republic of Kazakhstan;

11) within the limits of the quota allocated by the authorized body on population migration, they issue or extend permits to employers to attract foreign labor to work within their territory and (or) other administrative-territorial units, or as part of an intra-corporate transfer outside the quota, as well as suspend and revoke these permits;

11-1) issue a certificate of compliance with qualifications for self-employment to foreign workers;

12) excluded by the Law of the Republic of Kazakhstan dated 24.11.2015 No. 421-V (effective from 01.01.2017);

13) with the notification of the national security authorities, they issue a request for an extension or reduction of the validity period of temporary residence permits for business immigrants;

13-1) consider and certify invitations of citizens of the Republic of Kazakhstan to resettle relatives from among ethnic Kazakhs living abroad in the Republic of Kazakhstan for the purpose of family reunification in accordance with the procedure determined by the authorized body on migration issues;

14) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

2. Local executive bodies of districts and cities of regional significance:

1) implement, within their competence, the state policy in the field of population migration;

2) provide assistance to persons belonging to the target population groups in finding employment, vocational training, retraining and advanced training in accordance with the Social Code of the Republic of Kazakhstan;

3) provide migrants with places in schools, pre-school organizations, as well as in medical and social institutions in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

4) create conditions for the students to learn the Kazakh language and, if they wish, the Russian language;

4-1) for the purpose of family reunification, accept invitations from citizens of the Republic of Kazakhstan to resettle relatives from among ethnic Kazakhs living abroad in the Republic of Kazakhstan, and send these invitations to local executive bodies of regions, cities of republican significance, and the capital in accordance with the procedure determined by the authorized body on population migration.;

4-2) issue, extend, and revoke permits to a labor immigrant;

4-3) they register employment contracts between an employer and a labor immigrant;

5) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of population migration, defines the legal, economic and social foundations of migration processes.
