Article 15. Comprehensive non-departmental expertise of construction projects in terms of energy conservation and energy efficiency improvement of the Law on Energy Conservation and Energy Efficiency Improvement

      1. Comprehensive non-departmental expertise of projects (feasibility studies and design estimates) intended for the construction of new facilities or modification (expansion, modernization, technical re-equipment, reconstruction, capital repairs) of existing facilities (buildings, structures and their complexes, communications) is carried out in accordance with the legislation on architectural, urban planning and construction activities.  

     2. Conducting a comprehensive non-departmental expertise of projects in terms of energy conservation and energy efficiency improvement is mandatory:

      1) for facilities whose projected energy consumption exceeds the equivalent figure of five hundred tons of conventional fuel per year;  

     2) for projects for the construction of unique facilities that are not provided with existing state or interstate standards and have been developed according to special technical conditions (special standards) replacing them.

     3. If construction (expansion, modernization, technical re-equipment, reconstruction, major repairs) of facilities (buildings, structures and their complexes, communications) has not begun within three years after the comprehensive non-departmental expertise and approval of these projects, then these projects must be brought to implementation. in accordance with the current state (interstate) regulations and are used for implementation only after a new comprehensive non-departmental examination.

     This Law regulates public relations and defines the legal, economic and organizational foundations of the activities of individuals and legal entities in the field of energy conservation and energy efficiency improvement.
