1. The design, construction, reconstruction, expansion, technical re-equipment, modernization, overhaul of the main pipeline, author's supervision and technical supervision, and commissioning of the main pipeline are carried out in accordance with the legislation of the Republic of Kazakhstan, taking into account the specifics established by this Law.

2. The construction of a new main pipeline, except in cases of expansion of existing main pipelines, is carried out after receiving a written notification from the authorized body provided for in paragraph 6 of Article 16 of this Law, or after the expiration of forty-five working days from the date of receipt by the authorized body of the commercial proposal provided for in paragraph 3 of Article 16 of this Law.

3. Prior to the start of commissioning, the project organization develops an instruction manual for the main pipeline, which is not included in the design documentation intended for the construction of the main pipeline.

4. Before the acceptance of the constructed main pipeline and (or) its parts into operation, in-line diagnostics is carried out by a specialized organization in accordance with approved regulatory and technical documents.

The elimination of defects detected during the in-line diagnostics is carried out by the construction and installation organization that carried out the construction of the main pipeline.

5. During the warranty period, but not less than three years after the commissioning of the main pipeline, construction and installation organizations must, at their own expense, eliminate the shortcomings of construction and installation work discovered during operation.

6. The operation of the main pipeline should be carried out taking into account the provision of transportation of products in the required volumes while maintaining the regulatory criteria of reliability and safety.

This Law regulates public relations arising during the design, construction, operation, conservation and liquidation of the main pipeline, and is aimed at ensuring efficient, reliable and safe operation of the main pipeline.
